G. whereas the human rights and humanitarian situation has seriously deteriorated since Libya slid into civil war; whereas all warring sides are reported to have committed a whole range of violations under international human rights and humanitarian law, causing hundreds of deaths, mass displacements and a humanitarian crisis in many areas; whereas dozens of political and human rights activists, media professionals and other public figures have been abducted or threatened; whereas the UN has received reports of arbitrary detention and torture and ill-treatment by both sides;

6. rappelle que toutes les parties en Libye doivent s'engager à protéger les civils en toutes circonstances, et que tous les détenus doivent être traités dans le respect du droit humanitaire et des droits de l'homme internationaux; rappelle que les attaques qui sont dirigées intentionnellement contre le personnel participant à l'aide humanitaire ou à une mission de maintien de la paix menée conformément à la charte des Nations unies et visant à protéger les civils ou les biens civils au titre du droit international des conflits armés, constituent un crime de guerre en vertu du statut de Rome de la CPI;

Recalls that all parties in Libya must commit to the protection of civilians at all times, and that all those detained should be treated in accordance with international human rights and humanitarian law; recalls that attacks intentionally directed against personnel involved in humanitarian assistance or a peacekeeping mission in accordance with the UN Charter and intended for the protection of civilians or civilian objects under the international law of armed conflict constitute war crimes under the Rome Statute of the ICC;

20. Welcomes the establishment of an aerial humanitarian bridge by the EU, through ECHO flights – the aerial humanitarian transport service – as of 9 December, in order to step up international efforts to stabilise the CAR by ensuring that humanitarian aid reaches those most desperately in need; salutes the efforts by the External Action Service and the Commissioner for Humanitarian Aid in responding swiftly to the situation; ;
