Unless otherwise specified in this chapter, this Regulation and the acts adopted pursuant to this Regulation shall apply to applications for international registrations under the Madrid Protocol (‘international applications’), based on an application for an EU trade mark or on an EU trade mark and to registrations of marks in the international register maintained by the International Bureau of the World Intellectual Property Organisation (‘international registrations’ and ‘the International Bureau’, respectively) designating the Union.

Asks the Commission to map out current responsibilities and to review, by December 2014 at the latest, the need for a broader mandate, better coordination and/or additional resources and technical capabilities for ENISA, Europol’s Cyber Crime Centre and other Union centres of specialised expertise, CERT-EU and the EDPS, in order to enable them to play a key role in securing European communication systems, be more effective in preventing and investigating major IT breaches in the EU and performing (or assisting Member States and EU bodies to perform) on-site technical investigations regarding major IT breaches; in particular, calls on the Commission to consider strengthening ENISA's role in defending the internal systems within the EU institutions and to establish within ENISA's structure a Computer Emergency Response Team (CERT) for the EU and its Member States;

réclame un renforcement de l'espace institutionnel dont dispose la communauté internationale pour aborder des préoccupations communes concernant l'application du droit international humanitaire; se félicite de ce que l'Union et ses États membres se soient engagés auprès du CICR à soutenir fermement la mise en place d'un mécanisme efficace permettant de renforcer le respect du droit international humanitaire, mais invite la vice-présidente/haute représentante à faire rapport au Parlement sur ses objectifs et sa stratégie en ce qui concerne la concrétisation de cet engagement dans le cadre du prochain processus intergouvernemental dans le but de trouver des moyens d'améliorer la mise en œuvre du droit humanitaire international comme convenu lors de la XXXIIe conférence internationale de la Croix-Rouge et du Croissant-Rouge en décembre 2015, qui pourrait renforcer le système de gouvernance du droit humanitaire international.
Calls for enhanced institutional space for the international community to address common concerns relating to IHL implementation; welcomes the pledge of the EU and its Member States to the ICRC to strongly support the establishment of an effective mechanism on strengthening compliance with IHL, but calls on the VP/HR to report to Parliament on her objectives and strategy in terms of realising this pledge in the forthcoming intergovernmental process to find ways to enhance the implementation of IHL as agreed at the 32nd International Conference of the Red Cross and Red Crescent in December 2015, which could strengthen the governance system of IHL.

Unless otherwise specified in this title, this Regulation and its Implementing Regulations shall apply to applications for international registrations under the Protocol relating to the Madrid Agreement concerning the international registration of marks, adopted at Madrid on 27 June 1989 (hereafter referred to as ‘international applications’ and ‘the Madrid Protocol’ respectively), based on an application for an►M1 EU trade mark ◄ or on an►M1 EU trade mark ◄ and to registrations of marks in the international register maintained by the International Bureau of the World Intellectual Property Organisation (hereafter referred to as ‘international registrations’ and ‘the International Bureau’, respectively) designating the ►M1 Union ◄

L'Union ne peut ignorer que, pour instaurer une paix véritable au Moyen-Orient, elle doit s'engager activement contre ceux qui fomentent le terrorisme local ou qui du moins ne s'y opposent pas, un fléau - c'est désormais évident - soutenu au niveau international. L'Union dispose des instruments économiques et politiques pour intervenir en ce sens.
The Union cannot ignore the fact that, to bring about genuine peace in the Middle East, we must work actively to oppose those who encourage, or, at any rate, do not offer resistance to local terrorism which, it is now quite clear, is supported at international level, and the Union has the economic and political tools to intervene along these lines.

According to Article 3(2) of the Treaty on the Functioning of the European Union (TFEU), the Union has "exclusive competence for the conclusion of an international agreement when its conclusion.is necessary to enable the Union to exercise its internal competence, or in so far as its conclusion may affect common rules or alter their scope".
