pour ce faire, il convient que les forces politiques démocratiques irakiennes participent plus activement au processus de transition; en même temps, il convient que les institutions provisoires d'Irak, comme le Conseil intérimaire de gouvernement (CIG) et le gouvernement provisoire récemment désigné, soient remplacées dès que possible par un nouveau gouvernement, élu et reconnu par la communauté internationale, afin que l'Irak exerce, pendant la phase de transition actuelle, ses droits internationaux au sein d'organisations internationales comme l'ONU, la Ligue arabe, le Conseil de coopération du Golfe, l'OPEP, etc.; se félicite à cet égard de l'invitation faite au Conseil de gouvernement irakien à assister aux réunions de la Ligue arabe;
To fulfil this aim, it is desirable that the Iraqi democratic political forces participate more actively in the transition process; at the same time, the Iraqi provisional institutions such as the Interim Governing Council (IGC) and the provisional government recently appointed, should be replaced as soon as possible by a new, internationally recognised elected government so that Iraq can exercise, during the current transition phase, its international rights in international organisations such as the UN, the Arab League, the Gulf Cooperation Council, OPEC and others; welcomes, in this respect, the admittance of the Iraqi Governing Council to the meetings of the Arab League;

12. accueille favorablement la perspective des élections de l'Assemblée nationale provisoire d'ici à janvier 2005, considérant que cette initiative représente un pas important vers l'institution d'un Irak démocratique; salue la formation de la commission électorale indépendante pour l'Irak et le rôle majeur des Nations unies en matière de conseil du gouvernement provisoire irakien sur le processus électoral; réclame des actions concrètes de la part de l'UE pour instaurer un climat de paix et de sécurité lors du processus électoral;
12. Welcomes the prospect of the elections to the Transitional National Assembly by January 2005 as a major step towards the establishment of a democratic Iraq; welcomes the formation of the Independent Electoral Commission for Iraq, and the UN's leading role in advising the Iraqi Interim Government on the electoral process; asks for concrete action from the EU in establishing a climate of peace and security for the electoral process;
