RAPPELLE que la tarification du carbone dans le secteur du transport aérien et maritime international générerait le signal de prix nécessaire pour obtenir, de façon efficace, des réductions plus importantes des émissions provenant de ce secteur, et qu'elle peut également occasionner d'importants flux financiers; INVITE la Commission à élaborer, d'ici le mois de juin, un document de réflexion sur la tarification du carbone pour les transports aériens et maritimes mondiaux qui prenne en considération l'évolution de ce dossier au sein de l'OMI et de l'OACI ainsi que les travaux menés antérieurement par le Groupe consultatif de haut niveau sur le financement de la lutte contre le changement climatique de même que par la Banque mondiale et d'autres organisations internationales dans le cadre du G20; INSISTE SUR la nécessité de tenir compte les règles budgétaires nationales et des principes et dispositions de la CCNUCC, s'agissant de l'utilisation des recettes que ces mesures pourraient générer; DEMANDE INSTAMMENT aux États membres de l'OMI et de l'OACI de redoubler d'efforts pour avancer sur la question des mécanismes de marché permettant de juguler les émissions occasionnées par les transports aériens et maritimes au niveau mondial;
REITERATES that the carbon pricing of global aviation and maritime transportation would generate the necessary price signal to efficiently achieve more emission reductions from these sectors and that carbon pricing of global aviation and maritime transportation have as well the potential to generate large financial flows; INVITES the Commission to prepare a reflection paper by June on carbon pricing of global aviation and maritime transportation taking into account the developments in IMO and ICAO and previous work by AGF and by the World bank and other international organizations for the G20; STRESSES the need of taking into account national budgetary rules and the principles and provisions of the UNFCCC in the use of potential revenue; URGES Parties to IMO and ICAO to further increase their efforts to make progress on market based mechanisms to address emissions from global aviation and maritime transportation;

18. invite instamment les États membres et la Commission à prendre conjointement part au renforcement des normes internationales en matière de sûreté nucléaire et à leur mise en œuvre, en coopération étroite avec l'AIEA, le secrétariat de la convention d'ESPOO et d'autres organisations internationales compétentes; invite la Commission à présenter, d'ici juin 2011, un plan d'action complet indiquant les modalités concrètes de sa mise en œuvre; demande instamment à la Commission d'exercer, en coopération avec l'AIEA, des pressions constructives sur la Biélorussie et la Russie afin qu'elles adhèrent aux normes de sûreté internationales et coopèrent avec des experts internationaux à tous les stades de la préparation, de la construction et du fonctionnement des centrales nucléaires; estime, à cet égard, que l'Union devrait exploiter pleinement toutes les compétences des organisations et organes internationaux;
18. Urges the Member States and the Commission to take joint responsibility for strengthening international nuclear safety standards and their proper implementation, in close cooperation with the IAEA, the Espoo Convention secretariat and other relevant international organisations; invites the Commission to submit by June 2011 an inclusive action plan, with concrete arrangements for its implementation; urges the Commission, in cooperation with the IAEA, to put constructive pressure on Belarus and Russia urging them to adhere to international safety standards and cooperate with international experts during all stages of the preparation, construction and operation of nuclear power plants; believes that, in that connection, the EU should make full use of the expertise provided by international organisations and bodies;

En ce temps de solidarité, nous invitons instamment l'Union européenne et les autres organisations internationales à apporter sans délai une assistance adéquate, là où elle est nécessaire, afin d'aider les gouvernements et les organisations de la société civile de la région à faire face à cette tragédie.

Acknowledges that both governance on sustainable development and international governance may require implementation and coordination efforts at regional level and will need a more coherent regional institutional framework; urges, therefore, the Johannesburg Summit to consider the creation of a World Environment Organisation under the auspices of the UN; urges international organisations, notably the UN bodies and organisations, working on environmental and sustainable development issues at regional or national levels, to extend their consultations with non-governmental organisations and other major groups; calls upon the Johannesburg Summit to discuss ways and means of promoting compliance with, and enforcement of, multilateral environmental agreements; believes that, at the same time, the Johannesburg Summit should clarify that the responsibility for workers' rights and environmental protection remains with governments and the respective international fora (ILO, UNEP, etc.), and that the roles of those fora should be strengthened;

Acknowledges that both governance on sustainable development and international governance may require implementation and coordination efforts at regional level and will need a more coherent regional institutional framework; urges therefore the WSSD to consider the creation of a World Environment Organization under the auspices of the UN; urges international organisations, notably the United Nations bodies and organisations, working on environmental and sustainable development issues at regional or national levels, to extend their consultations with non-governmental organisations and other major groups; calls upon the Summit to discuss ways and means to promote compliance with, and enforcement of, multilateral environmental agreements; at the same time, WSSD should clarify that responsibility for workers' rights and environmental protection remain with governments and the respective international fora (ILO, UNEP, etc), and that the roles of those fora should be strengthened;
