F. whereas the main reasons for the ongoing conflict in Ukraine are unresolved internal problems; whereas state-society relations in Ukraine are very weak; whereas Ukrainian politics is dominated by oligarchs, with oil and gas traders becoming ministers, governors and heads of major Ukrainian institutions; whereas the main state and democratic institutions – the Parliament, the judiciary and the executive branch of government – are not fulfilling their basic functions of proper representation, defence and governance of the interests of Ukrainian society; whereas there is widespread corruption; whereas according to a recent OECD report the inter-regional disparities are large by OECD standards and are continuing to increase; whereas the human development index deteriorated in most Ukrainian regions during the period 2000-2010; whereas sub-national governments tend to depend heavily on central transfers, the allocation of which they find to be both unpredictable and less than transparent; whereas governments and parliaments fuelled the mistrust and hatred that exist between the different parts of the Ukrainian society by adopting controversial decisions on language, history and international relations; whereas none of these problems has been solved by the recent political change;

11. souligne que le développement de la politique de qualité des denrées alimentaires, notamment en matière d'indication géographique (AOP/IGP/STG), doit constituer un axe prioritaire de la PAC et être approfondi et renforcé pour permettre à l'Union de maintenir son rôle de chef de file dans ce domaine; estime qu'il convient d'autoriser, pour ces produits de qualité, la mise en œuvre d'instruments originaux de gestion, de protection et de promotion leur permettant de se développer de façon harmonieuse et de continuer à apporter leur contribution importante à la croissance durable et à la compétitivité de l'agriculture européenne;

Stresses that the development of food quality policy, including in terms of geographical indication (PDO/PGI/TSG), must be a priority aspect of the CAP and be deepened and strengthened so that the EU can maintain its leadership position in this area; takes the view that, in the case of these high-quality products, the use of original management, protection and promotion instruments should be allowed, enabling them to develop in a harmonious fashion and to continue to make their major contribution to the sustainable growth and competitiveness of European agriculture;

The question was put on Motion No. 6 and it was negatived on the following division:

Il est étrange de laisser entendre qu'une disposition comme celle-ci, qui interdirait de donner au public des indications trompeuses sur le prix auquel des produits sont vendus, qui interdirait de donner de fausses indications sur le rendement, l'efficacité ou la durée utile d'un produit et sur une garantie concernant son remplacement, son entretien, etc., puisse, d'une façon ou d'une autre, nuire à une entreprise, du moins à une entreprise légitime.
It is odd to suggest that a provision such as this, which would prohibit misleading representations to the public concerning the price at which things are sold, which would prohibit representations which are untrue as to the performance, efficacy or length of life of a product, with respect to a warranty or guarantee of a product with regards to repair, replacement and so on, could be damaging to business, at least damaging to legitimate business.
