In 2001, the Commission made technical assistance (TA) funds available to assist Candidate Countries in taking the necessary measures to analyse and improve the capacity of the national implementing agencies to manage Community assistance in a fully decentralised manner.

Les pays candidats et la Commission partagent la responsabilité de bien gérer et de dépenser à bon escient l'assistance communautaire mise à disposition au titre de l'ISPA, à savoir 7 280 millions d'euros entre 2000 et 2006 ou 1 040 millions d'euros par an (en prix de 1999).
It is a joint responsibility of the Candidate Countries and the Commission that the Community assistance made available under ISPA - EUR 7,280 million during the period 2000 to 2006 or EUR 1,040 million per year (in 1999 prices) - is well managed and well spent.

The Council recalls that financial envelopes are determined “using transparent and objective criteria and taking into account the specific characteristics and needs of the country and the region concerned, the level of ambition of the EU’s partnership with a given country, progress towards implementing agreed objectives, including on governance and reform, and the capacity of managing and absorbing Community assistance” . The Council will return to the issue of financial support in the context of discussions on the next multi-annual financial framework.

3. Aux fins du présent règlement, on entend par «autorité de gestion commune», toute autorité publique ou privée et tout organisme, notamment l'État lui-même, opérant au niveau national, régional ou local, désignés conjointement par l'État membre ou les États membres et le pays ou les pays partenaires participant à un programme opérationnel conjoint, dotés de la capacité financière et administrative nécessaire pour gérer l'assistance communautaire et légalement habilités à conclure les accords requis aux fins du présent règlement.
3. For the purpose of this Regulation ‘joint managing authority’ shall mean any public or private authority or body, including the state itself, at national, regional or local level, designated jointly by the Member State or States and the partner country or countries covered by a joint operational programme, having the financial and administrative capacity to manage Community assistance and having the legal capacity to conclude the agreements necessary for the purpose of this Regulation.

2. In establishing country or multi-country programmes, the Commission shall determine the allocations for each programme, using transparent and objective criteria and taking into account the specific characteristics and needs of the country or the region concerned, the level of ambition of the European Union's partnership with a given country, progress towards implementing agreed objectives, including on governance and on reform, and the capacity of managing and absorbing Community assistance.

4. La Commission détermine les dotations accordées aux programmes de coopération transfrontalière, en tenant compte de critères objectifs tels que les populations des zones éligibles et d'autres facteurs influençant l'intensité de la coopération, notamment les caractéristiques spécifiques des régions frontalières et la capacité de gérer et d'absorber l'assistance communautaire.
4. The Commission shall determine the allocation of funds to the cross-border cooperation programmes, taking into account objective criteria, such as the population of the eligible areas and other factors affecting the intensity of cooperation, including the specific characteristics of the border areas and the capacity for managing and absorbing Community assistance.

Axe I - Assistance technique et coordination : cet axe concerne les autorités appelées à gerer les fonds structurels et concerne également une série d'actions encourageant l'assistance technique, le suivi et l'évaluation intermédiaire au niveau du Cadre Communautaire d'Appui.
Priority I - Technical assistance and coordination: this priority is addressed to the authorities called on to manage the Structural Funds. It covers a series of measures to promote technical assistance, monitoring and on-going evaluation under the Community support framework.

Par le biais de cette nouvelle entité chargée de gérer l'aide communautaire, la Commission pourra continuer à contrôler intégralement la gestion de l'aide extérieure et résoudre en même temps le très grave problème de pénurie du personnel. Elle cessera en même temps d'avoir recours à des services extérieurs pour l'exécution de tâches qui lui incombent, comme c'est le cas actuellement, notamment par le biais des bureaux d'assistance technique.
The new entity for managing Community aid will allow the Commission to retain full managerial control over the provision of external assistance, and remedy at the same time the very serious staff shortfalls, while ending the current dependence on external help for the fulfilment of Commission tasks, in particular through technical assistance offices.
