38. Le groupe spécial d’arbitrage transmet aux parties un rapport intérimaire exposant les constatations de fait, l’applicabilité des dispositions pertinentes et les justifications fondamentales de ses constatations et recommandations, au plus tard dans les cent vingt jours suivant la date d’établissement du groupe spécial d’arbitrage.
The arbitration panel shall issue an interim report to the Parties setting out the findings of fact, the applicability of relevant provisions and the basic rationale behind any findings and recommendations that it makes, not later than 120 days from the date of establishment of the arbitration panel.

2. Dans les dix jours ouvrables suivant la date de réception par la partie mise en cause de la demande d’établissement d’un groupe spécial d’arbitrage, les parties se consultent en vue de parvenir à un accord sur la composition du groupe spécial d’arbitrage.
2. Within 10 working days of the date of receipt by the Party complained against of the request for the establishment of an arbitration panel, the Parties shall consult in order to reach an agreement on the composition of the arbitration panel.

establishment of an ad hoc arbitration group - consisting of relevant experts - to which decisions to open anti-dumping investigations would be referred, and which would be able to recommend that the investigation should be terminated without delay if it found that the rules were infringed; the ad hoc group should have clear guidelines regarding the relevant expertise of its members on the subject in question;

"groupe spécial d'arbitrage": un groupe spécial d'arbitrage institué en vertu de l'article 185 du présent accord.
"arbitration panel" means an arbitration panel established pursuant to Article 185 of this Agreement.

35. 35. Unless the Parties otherwise agree within three days following the date of the establishment of the arbitration panel, the arbitration panel may receive unsolicited written submissions, provided that they are made within ten days following the date of the establishment of the arbitration panel, that they are concise and in no case longer than 15 typed pages, included any annexes, and that they are directly relevant to the factual and legal issue under consideration by the arbitration panel.
