Takes note of the progress achieved by Turkey on the energy chapter and once again urges the Council to open negotiations on this chapter without further delay; calls on the Turkish Government to step up its efforts in negotiations on joining the Energy Community Treaty; welcomes the ratification of the Nabucco Intergovernmental Agreement and the signing of the memorandum of understanding for the operation of the Interconnector-Turkey-Greece-Italy (ITGI) natural gas pipeline, both of these projects being important for the energy security of the EU;

56. prend acte de la proposition de la Turquie d'établir un comité d'experts qui devrait être placé sous les auspices des Nations unies afin de dépasser l'expérience tragique du passé ainsi que de la position de l'Arménie en ce qui concerne cette proposition; encourage à la fois le gouvernement turc et le gouvernement arménien à poursuivre le processus de réconciliation pour aboutir à une proposition mutuellement acceptable; se félicite du fait que, dans les récents débats en Turquie, la discussion sur la question pénible de l'Arménie a au moins été entamée; souligne que bien que la reconnaissance du génocide arménien en tant que tel ne constitue pas formellement un des critères de Copenhague, il est indispensable qu'un pays sur le chemin de l'adhésion aborde et reconnaisse son passé; invite à ce propos les autorités turques à faciliter le travail des chercheurs, intellectuels et universitaires sur le sujet du génocide arménien en leur assurant l'accès aux archives historiques et en leur fournissant tous les documents pertinents; demande instamment à la Turquie de prendre les mesures nécessaires, sans condition préalable, afin d'établir des relations diplomatiques et de bon voisinage avec l'Arménie, de lever le blocus économique et d'ouvrir la frontière rapidement, conformément aux résolutions adoptées par le Parlement européen entre 1987 et 2005, obéissant ainsi aux priorités du partenariat pour l'adhésion et aux exigences du cadre de négociation portant sur le règlement pacifique des conflits frontaliers, dispositions qui sont toutes deux à caractère obligatoire pour une adhésion à l'UE; considère qu'une position semblable devrait être adoptée pour les cas des autres minorités (par exemple les Grecs du Pont et les Assyriens);

Takes note of the proposal by Turkey to establish a committee of experts which should be under the auspices of the United Nations in order to overcome the tragic experience of the past, and the position of Armenia regarding that proposal; urges both the Turkish Government and the Armenian Government to continue their process of reconciliation leading to a mutually acceptable proposal; welcomes the fact that, with the recent debates in Turkey, a start at least has been made in the discussion on the painful history with Armenia; stresses that, although recognition of the Armenian genocide as such is formally not one of the Copenhagen criteria, it is indispensable for a country on the road to membership to come to terms with and recognise its past; calls in this respect on the Turkish authorities to facilitate the work of researchers, intellectuals and academics working on this question, ensuring them access to the historical archives and providing them with all relevant documents; urges Turkey to take the necessary steps, without any preconditions, to establish diplomatic and good neighbourly relations with Armenia, to withdraw the economic blockade and to open the land border at an early date, in accordance with resolutions adopted by the European Parliament between 1987 and 2005, thereby fulfilling the Accession Partnership priorities and the requirements of the Negotiating Framework on 'peaceful settlement on border disputes' which are both mandatory for EU accession; believes that a similar position should be adopted for the cases of other minorities (e.g. the Greeks of Pontos and the Assyrians);
