40. reconnaît l'importance de la coopération énergétique avec le Kazakhstan et le Turkménistan puisqu'elle est profitable tant à ces deux États qu'aux États membres de l'Union européenne; salue par conséquent les protocoles d'entente signés avec le Kazakhstan et le Turkménistan prévoyant l'achat de gaz, ainsi que les efforts effectués pour le développement du corridor Sud, notamment avec le projet Nabucco; signale toutefois que le Turkménistan n'est pas encore membre de l'EITI; insiste une nouvelle fois sur le besoin de promouvoir une plus grande transparence en ce qui concerne les revenus tirés des ressources naturelles; prie donc l'Union de soutenir l'adhésion du Turkménistan à l'EITI, au travers de son dialogue sur la politique énergétique, afin d'intégrer les aspects de la bonne gouvernance dans la programmation énergétique de l'Union;
40. Recognises the importance of energy cooperation with Kazakhstan and Turkmenistan, given that it is beneficial both to those states and to the European Union Member States; welcomes, therefore, the signing of memoranda of understanding with Kazakhstan and Turkmenistan that provide for the purchasing of gas, as well as the steps taken in the development of the Southern Corridor, notably in the form of the Nabucco Project; points out, however, that Turkmenistan is not yet a member of the Extractive Industries Transparency Initiative (EITI); re-emphasises the need to promote greater transparency in relation to income from natural resources; urges the EU accordingly, through its energy policy dialogue, to back Turkmen membership of the EITI with a view to integrating considerations of good governance into EU energy programming;

Is concerned that as of 31 December 2008 there was still no seat agreement between the Centre and the Swedish Government as there were still many outstanding issues that needed further negotiation; points out that in its discharge for the financial year 2007, the discharge authority was already expressing concern at the Court of Auditors‘ observation that the Centre had disbursed EUR 500 000 on renovation works on the buildings rented for its premises, and that, as in 2006, these works had been decided upon by direct agreement between the Centre and the owner without specifying the nature of the works and the deadlines and payment conditions; nevertheless welcomes the fact that an agreement was concluded in March 2009 on personal identity numbers and supports the Centre's efforts to find definitive solutions with the Swedish government;

Firstly, when we changed our strategy on Cyprus in 1999 and, at the urgent request of the Cypriot Government, pledged to the Greek Cypriot Government that the solution to the Cyprus conflict would not be the precondition for the island's accession to the European Union, this was based on the clear understanding that we would do everything possible to facilitate Cyprus's accession, and, by the same token, the Government of the Republic of Cyprus would do everything in its power to achieve a settlement, and that under no circumstances would a settlement fail as a result of Greek Cypriot opposition.

4. rappelle au Conseil, à la Commission et aux gouvernements des États membres ainsi qu'aux gouvernements des pays candidats que l'accord du Parlement sur la programmation financière sur laquelle se fondent les positions communes est une condition indispensable d'une entente entre les États membres sur les positions de négociation communes concernant les trois chapitres les plus importants sous le rapport du budget communautaire; engage donc instamment le Conseil et la Commission à assurer la participation du Parlement aux négociations d'adhésion en ce qui concerne tout aspect important pour le futur cadre financier de l'Union européenne;
4. Reminds Council, Commission and the governments of the Member States, as well as the governments of the candidate countries that the agreement of Parliament on the financial planning on which the Common Positions are based is an indispensable condition for an understanding between the Member States on the Common Negotiation Positions concerning the three chapters most relevant to the EU budget; therefore, urges Council and Commission to guarantee the participation of Parliament in the accession negotiations insofar as aspects relevant for the future financial framework of the European Union are concerned;

On y voit donc la nécessité d'une entente avec les autres gouvernements concernés, dont le gouvernement du Québec, d'autant plus que le gouvernement du Québec a fait connaître déjà ses intentions à ce sujet dans une lettre envoyée à l'attention de la ministre de l'Environnement, le 28 mars dernier.
There is therefore a need for an agreement with the other governments concerned, including the government of Quebec, all the more so as the latter has already made known its intentions in this regard in a letter sent to the attention of the Minister of the Environment last March 28.
