(15a) The financial envelope indicated in the legislative proposal is compatible with the ceiling for subheading 1a financial framework 2007-2013, but the margin remaining in Heading 1a for 2011-2013 is very small; the annual amount will be determined during the annual budgetary procedure, in accordance with point 37 of the Interinstitutional Agreement of 17 May 2006. Appropriate financing for new EU competences under the Lisbon Treaty, such as space policy, needs to be found; the necessary funding for the GMES programmes and notably for its space component should be ensured. The Commission should submit a mid-term financial strategy for GMES in the context of the mid-term review of the current MFF accompanied by concrete proposals to adjust and to revise it before the end of first semester by using all mechanisms available under the IIA of 17 May 2006, in particular points 21 to 23. The Commission should also submit a long-term financing strategy for the future MFF by 31 December 2010.

Dans un second temps, il devrait toutefois remplacer progressivement les systèmes de surveillance nationaux aux frontières terrestres et maritimes, offrant ainsi une solution économiquement rationnelle, avec une surveillance à la fois radar et satellite au niveau européen, tenant compte des évolutions constantes réalisées dans le cadre du GMES ( Global Monitoring for Environment and Security - surveillance mondiale pour l’environnement et la sécurité). L'EUROSUR bénéficiera de l'expérience acquise aux niveaux national et européen avec des systèmes de surveillance analogues. Les synergies qui pourraient être dégagées des systèmes de surveillance européens utilisés à d'autres fins devraient également être explorées. Dans le domaine maritime, le système de suivi des navires SafeSeaNet, en cours de développement avec les États membres, est destiné à donner des informations sur les mouvements et les cargaisons des navires. L'EUROSUR pourrait accroître l'efficacité de SafeSeaNet si les systèmes se reconnaissent mutuellement et coopèrent. Enfin, la possibilité d'une participation des pays tiers voisins à l'EUROSUR devrait être envisagée.
In a second stage, however, it should gradually replace national surveillance systems at land and maritime borders, providing a cost-efficient solution, including e. g. a combination of radar and satellite surveillance at European level, taking into account on-going developments realised in the framework of GMES (Global Monitoring for Environment and Security. EUROSUR will benefit from experience at national and European level with similar surveillance systems; possible synergies with existing European surveillance systems for other purposes should also be explored. In the maritime domain, the vessel monitoring system SafeSeaNet is currently under development together with the Member States. The system aims at providing information on ships' movements and their cargoes. EUROSUR might add to the effectiveness of SafeSeaNet, if the systems recognise each other and cooperate. Finally, the possibility for participation of neighbouring third countries in EUROSUR should be considered.
