Le règlement, enfin, garantirait l'interprétation uniforme des normes qui y sont contenues par la Cour de justice, face aux divergences d'interprétation qui existent entre les cours suprêmes des divers ordres nationaux qui se sont prononcées sur la Convention de Rome et il permettrait en outre de moderniser, en y apportant les modifications opportunes, les contenus de la convention elle‑même, sans passer par les procédures complexes de modification des actes internationaux.
Lastly, if there were a regulation, the Court of Justice could interpret its rules in consistent terms, as opposed to the discordant interpretations produced by the highest courts of the various national systems that have ruled on provisions of the Rome Convention. In addition, the substance of the Convention could be modernised by means of appropriate amendments to the regulation, without going through the complex procedures for amending international acts.
