TRADUCTIONS EN CONTEXTE

L'ordonnance no 35 de la NDRC – Politiques en faveur du développement de l'industrie sidérurgique, entre autres, décrit une stratégie visant à réduire le nombre d'entreprises sidérurgiques spécialisées dans la fusion et fixe des objectifs en ce qui concerne la production des groupes d'entreprises sidérurgiques qui font partie des dix plus grands producteurs sur le marché intérieur (article 3) et les capacités de production, interdit l'établissement de nouvelles entreprises sidérurgiques associées (article 10), définit les conditions d'accès dans l'industrie sidérurgique au niveau de l'équipement et impose également les indices techniques et économiques que les entreprises sidérurgiques doivent suivre (article 12), fixe les règles des changements dans la structure organisationnelle des entreprises sidérurgiques (article 20), gère les investissements (articles 22 et 23), soumet à conditions l'accès au financement (articles 25 et 26) et donne à l'État le droit d'intervenir dans l'achat des matières premières (article 30).
Order No. 35 of the NDRC – Policies for Development of Iron and Steel Industry, inter alia, outlines a policy to decrease the number of iron and steel smelting enterprises and sets goals on the output for those steel enterprise groups that rank top 10 in the domestic market (Article 3), for the production capacity prohibits the establishment of new iron and steel associated enterprises (Article 10), prescribes the conditions to access into the iron and steel industry on the equipment level and also prescribes the technical and economic indexes steel and iron enterprises should follow (Article 12), sets rules for the changes in the organisational structure of steel enterprises (Article 20), manages investments (Articles 22, 23), conditions access to financial funds (Articles 25,26), gives state the right to intervene in the purchase of raw materials (Article 30).

Les exemples concrets de la mise en œuvre des mesures décrites dans les plans, tels que la relocalisation de Capital Steel Corporation (13) ou les nombreuses fusions d'entreprises sidérurgiques (14), montrent que les plans ne sont pas uniquement des documents indicatifs qui donnent des orientations, mais se traduisent également par l'application de mesures concrètes par les entreprises sidérurgiques publiques, sous l'égide des pouvoirs publics (représentés par la NDRC et le Conseil des affaires de l'État).
The concrete examples of the implementation of the measures described in the plans such as the relocation of the Capital Steel Corporation (13) or numerous mergers of steel enterprises (14) show that the plans are not only indicative documents which serve as guidelines but they result in concrete actions by the state-owned steel enterprises orchestrated by the government (represented by the NDRC and State Council).
