14. se félicite de ce que la Commission s'engage à renforcer les relations de l'Union européenne avec l'Afrique; insiste en particulier sur la nécessité de soutenir l'Union africaine et le Parlement panafricain en tant qu'institutions renforçant l'appropriation africaine de la recherche des solutions aux problèmes du continent; réaffirme qu'il faut soutenir la force africaine d'intervention dans ses opérations sur le continent, notamment au Soudan; insiste toutefois sur l'importance de conforter parallèlement les capacités administratives des organisations subrégionales, qui sont des acteurs nécessaires pour la prévention et la résolution des conflits locaux et régionaux; renouvelle son soutien au mécanisme d'évaluation intra-africaine, qui joue un rôle important en mettant en route des réformes politiques et souligne qu'il faut renforcer ses capacités administratives;
14. Welcomes the Commission's commitment to reinforce the EU's relations with Africa; emphasises in particular the need for support for the African Union and the Pan-African Parliament as the institutions enhancing African ownership of the process of finding solutions to the problems of the continent; reiterates the need for support for the African Standby Force in its operations on the continent, in particular in Sudan; stresses however the importance of strengthening in parallel the administrative capacities of the sub-regional organisations, which are necessary actors in prevention and resolution of local and regional conflicts; reiterates its support for the Africa Peer Review Mechanism, which plays an important role in initiating the process of political reforms, and emphasises the need to strengthen its administrative capacities;
