TRADUCTIONS EN CONTEXTE

1. Est accordée au gouvernement du Québec la remise de la somme de 7 828 000 $, ainsi que des intérêts courus sur cette somme à partir du 1 avril 2004, laquelle somme constitue une créance de Sa Majesté du chef du Canada à titre de l'Accord Canada-Québec 2002-2004 régissant l'utilisation des intérêts générés par l'excédent au Fonds du Régime d'assurance-revenu brut à l'égard des récoltes, à la condition que le ministre de l'Agriculture et de l'Agroalimentaire conclue un accord avec le gouvernement du Québec un accord dans lequel ce dernier s'engage à utiliser cette somme au profit des producteurs céréaliers et oléagineux du Québec dans le cadre du Programme d'assurance-production créé en vertu de l'Accord de mise en oeuvre Canada-Québec entre le gouvernement du Canada et le gouvernement du Québec dans le but de mettre en oeuvre l'Accord-cadre fédéral-provincial-territorial sur un cadre stratégique agricole et agroalimentaire pour le vingt et unième siècle.
1. Remission in the amount of $7.828 million, plus any interest payable on that amount accruing on or after April 1, 2004, is hereby granted to the Government of Quebec, representing a debt owing to Her Majesty in the right of Canada under the terms of the Canada-Quebec 2002-2004 Agreement on the Use of the Interest Generated by the Surplus in the Gross Revenue Insurance Plan Funds for Quebec Crops, subject to the condition that the Minister of Agriculture and Agri-Food enter into an agreement with the Government of Quebec under which the latter agrees to make that same amount available for the benefit of Quebec grain and oilseed producers through the Production Insurance Program established under the Canada-Quebec Implementation Agreement between the Government of Canada and the Government of Quebec for the Purposes of Implementing the Federal-Provincial-Territorial Framework Agreement on Agricultural and Agri-Food Policy for the Twenty-First Century.

Ces fonds proviennent d'un report de fonds dans le cadre de l'Initiative de revitalisation du secteur riverain de Toronto puisque ces ressources ne sont pas nécessaires pour l'exercice en cours. Le budget comprend aussi les paiements pour l'exercice en cours, conformément à la Loi sur les accords de Bretton Woods et des accords connexes: 20 millions de dollars à la Société financière internationale pour l'exécution des propositions retenues dans le cadre du Projet de financement des petites et moyennes entreprises, un concours novateur qui a permis d'accroître le financement attribué aux petites entreprises axées sur la croissance dans les pays en développement; 5,83 millions de dollars à la Société financière internationale pour l'Apport de financement accéléré pour faire face aux changements climatiques, une initiative de prestation d'aide technique aux pays en développement qui permet de contribuer à leurs efforts de réduction des gaz à effet de serre et de les aider à s'adapter aux répercussions des changements climatiques; une contribution à hauteur de 285,72 millions de dollars dans le cadre de l'Apport de financement accéléré pour faire face aux changements climatiques de la Société financière internationale, laquelle servira à allouer du financement à des conditions de faveur au secteur privé en vue de soutenir des projets d'énergie propre dans des pays en développement; 1 million de dollars à la Banque internationale pour la reconstruction et le développement dans le cadre des Garanties de marché en matière d'agriculture qui visent à créer des mécanismes de financement novateurs pour le secteur agricole.
The Estimates also include payments this fiscal year under the Bretton Woods and Related Agreements Act: $20 million to the International Finance Corporation for the implementation of winning proposals under the Small and Medium Enterprises Finance Challenge, which was an innovative competition that scales up financing of growth-oriented small enterprises in developing countries; $5.83 million to the International Finance Corporation for the Fast Start Climate Change Initiative to provide technical assistance to developing countries to aid in their efforts to mitigate greenhouse gas emissions and adapt to the impact of climate change; $285.72 million to the International Finance Corporation's Fast Start Climate Change Initiative, which will be used to provide concessional financing to the private sector in order to support clean energy projects in developing countries; $1 million to the International Bank for Reconstruction and Development for the Agriculture Advance Market Commitment to develop an innovative financing facility for agriculture.

It should also be clarified, that while contracts based on a framework agreement are to be awarded before the end of the term of the framework agreement itself, the duration of the individual contracts based on a framework agreement does not need to coincide with the duration of that framework agreement, but might, as appropriate, be shorter or longer.

I believe the framework has been set up, to the largest degree, but I will be candid: We are completely supportive of the idea of a framework and a strategy from the federal government — obviously that is a part of any responsible infrastructure program — but we have always maintained, and will continue to maintain, senator, that along with the framework and strategy should come dedicated funding for transit.
