Points out that, in 2004, losses in connection with structural actions again greatly increased from EUR 482,2 million (2003) to EUR 694,5 million (2004, including EUR 163 million relating to the Cohesion Fund); as a rule, 86% of irregularities are not reported until two years after they are detected; of the EUR 532 million in losses relating to the Structural Funds, the European Regional Development Fund accounts for EUR 485 million; losses reported from Italy (EUR 194,9 million), Germany (EUR 127,5 million) and Greece (EUR 112 million) represent 81.6% of the aggregate loss reported; incorrectly carried out measures and infringements of Treaty provisions were the most common causes of irregularities;

La précieuse contribution que cette stratégie apporte à la transition entre le programme Phare et les Fonds structurels est notamment renforcée par une programmation anticipée des actions en matière de cohésion économique et sociale et de coopération transfrontalière dans le cadre du programme Phare 2003, ainsi que par une association plus étroite des DG chargées des Fonds structurels à la programmation Phare pour l'exercice 2003, dans le but d'aligner le plus possible les opérations sur les stratégies des prochains programmes des Fonds structurels.
The "bridging Phare to Structural Funds" added value of this strategy is, inter alia, strengthened by an early programming of Phare 2003 ESC and CBC actions, and a closer association of the Structural Funds DGs to the Phare 2003 programming, with the aim of aligning as far as possible the operations to the strategies of the forthcoming Structural Funds programmes.
