(3 bis) Dans sa résolution du 8 juin 2011 intitulée "Investir dans l'avenir: un nouveau cadre financier pluriannuel (CFP) pour une Europe compétitive, durable et inclusive", le Parlement européen jugeait primordial de conserver des instruments spéciaux (instrument de flexibilité, Fonds européen d'ajustement à la mondialisation, Fonds de solidarité de l'Union européenne, réserve pour aides d'urgence), qui pourraient être mobilisés au cas par cas, en simplifiant encore leur utilisation et en les dotant d'enveloppes suffisantes, ainsi qu'en créant éventuellement de nouveaux instruments dans l'avenir, et était d'avis que la mobilisation de ces sources supplémentaires de financement doit s'effectuer dans le respect de la méthode de l'Union.
(3a) In its resolution of 8 June 2011 entitled ‘Investing in the future: a new Multiannual Financial Framework (MFF) for a competitive, sustainable and inclusive Europe’, the European Parliament considered it crucial to maintain special instruments (Flexibility Instrument, European Globalisation Adjustment Fund, European Union Solidarity Fund and Emergency Aid Reserve), which could be mobilised on an ad-hoc basis, by further simplifying their use and providing them with sufficient envelopes, as well as by possibly creating new instruments in the future, and stressed that the mobilisation of such additional sources of funding must abide by the Union method.

Deeply regrets the Commission’s lack of consistency during the MFF 2014-2020 negotiation process, where despite the obvious need to increase the amounts available for social integration and cohesion programmes, to boost decent employment and growth, to boost research, innovation, education and training, to enhance the financing resources available for aid to the most deprived, development programmes and to increase the Solidarity Fund, the European Globalisation Adjustment Fund and the European Development Fund, it systematically left Parliament alone to support them before the European Council;
