In order to alleviate those problems and to speed up the implementation of operational programmes and projects, as well as to strengthen the economic recovery, it is necessary that the Member States, which have experienced or have been threatened with serious difficulties with respect to their financial stability and which have been granted financial assistance under one of the financial assistance mechanisms set out in Article 77(2) of Council Regulation (EC) No 1083/2006 of 11 July 2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund as amended by Regulation (EU) No 1311/2011 of the European Parliament and of the Council , may contribute financial resources from operational programmes to the establishment of risk-sharing instruments providing loans or guarantees or other financial facilities, in support of projects and operations provided for under an operational programme.

Asks for more detail about how the coordination between the EFSF and the IMF will work, including whether the allocation between funds will be determined on a parallel basis maintaining the 2:1 ratio; whether the interest rate will be coordinated with the IMF rate in any way, presuming that the IMF rate will be fixed according to standard practice; what the projected interest rate will be, over and above German bunds, and whether it is likely to be around 1%; asks whether the IMF and EFSF loans will rank pari passu , as this would automatically give the EFSF the privilege of non-inclusion in any restructuring of borrowers' obligations – as otherwise the EFSF would, in effect, have first-loss exposure;

(7) Il convient, le cas échéant, d'utiliser les structures existantes dans les pays candidats pour certaines opérations financières. Dans chacun de ces pays existe déjà un Fonds national par l'intermédiaire duquel les fonds de PHARE sont transférés et le point 2 v) de l'annexe du règlement (CE) n° 1266/1999 prévoit que l'ordonnateur national assumera la pleine responsabilité financière de la gestion des fonds.
(7) It is appropriate, where possible, to use existing structures in applicant countries for certain financial operations in each of these countries there is already a national fund through which PHARE monies are transferred and paragraph 2(v) of the Annex to Regulation (EC) No 1266/1999 provides that the national authorising officer shall bear the full financial responsibility and liability for the funds.
