They seem to be thinking of a short-term pool that would basically just formalize existing ad hoc arrangements for the lease of Russian or Ukrainian commercial aircraft to make them more readily available to NATO on a fixed cost basis, but only keep that capability until their own fleets of A400Ms arrive in 2010, 2011, or thereabouts.
