En raison du maintien de l'effort de cohésion économique et sociale en tant qu'objectif prioritaire de l'Union, l'Accord interinstitutionnel entre le Parlement européen, le Conseil et la Commission, du 6 mai 1999, sur la discipline budgétaire et l'amélioration de la procédure budgétaire sur les perspectives financières de 2000-2006 prévoit le maintien de l'effort financier en faveur de la cohésion économique et sociale à 0,46% du PNB de l'UE pour la période 2000 -2006 (comme c'était le cas pour la période 1993-1999).
To maintain economic and social cohesion as one of the Union's priority objectives, the Interinstitutional Agreement between the European Parliament, the Council and the Commission of 6 May 1999 on budget discipline and improvement of the budget procedure for the 2000-06 financial perspective maintains the funding for economic and social cohesion at 0.46 % of the Union's GNP for the period 2000-06 (as was already the case in the period 1993-99).

Regulation (EC) No 1027/2006 of the European Central Bank of 14 June 2006 on statistical reporting requirements in respect of post office giro institutions that receive deposits from non-monetary financial institution euro area residents (ECB/2006/8) (2) needs to be substantially amended, in particular in the light of Regulation (EU) No 549/2013 of the European Parliament and of the Council of 21 May 2013 on the European system of national and regional accounts in the European Union (3); therefore it should be recast in the interests of clarity.

Following the adoption of the joint operational programme by Commission decision, the programme shall start immediately in the Member States with the allocation in the European Neighbourhood and Partnership Instrument for cross-border cooperation from heading 1B of the Financial Perspective (Interinstitutional Agreement 2006/C 139/01) (2).

For Member States having joined the European Union in 2004 and implementing the Single Area Payment Scheme provided for in Title IVa of Regulation (EC) No 1782/2003 in 2006, the annual financial envelopes for 2006 should be fixed in accordance with Article 143b(3) of that Regulation.

5. Les enveloppes financières annuelles pour 2006 visées à l’article 143 ter, paragraphe 3, du règlement (CE) no 1782/2003 sont fixées à l’annexe V du présent règlement.
