(91) Afin de garantir des conditions uniformes pour l'application du présent règlement, il convient que les compétences d'exécution relatives aux conditions standard pour le contrôle des instruments financiers, aux modèles pour la communication sur les instruments financiers, au système d'échange de données par voie électronique entre l'État membre et la Commission, au modèle de programme opérationnel pour les Fonds, à la nomenclature pour les catégories d'intervention, à la forme des informations sur les grands projets , au modèle du plan d'action commun, aux modèles des rapports annuel et final de mise en œuvre, à certaines caractéristiques techniques des mesures d'information et de publicité et aux instructions y relatives, aux règles sur l'échange d'informations entre bénéficiaires et autorités de gestion, autorités de certification, autorités d'audit et organismes intermédiaires, au modèle de rapport et d'avis de l'organisme d'audit indépendant et au modèle de description du système de gestion et de contrôle, au modèle des comptes, au modèle de la déclaration d'assurance de gestion, aux modèles de la stratégie d'audit, de l'avis et du rapport annuel de contrôle et à la méthodologie applicable à la méthode d'échantillonnage, et au modèle pour les demandes de paiement, soient exercées conformément au règlement (UE) n° 182/2011 du Parlement européen et du Conseil du 16 février 2011 .

The Commission should be empowered to adopt delegated acts in accordance with Article 290 TFEU in respect of technical adjustments to Directive 2006/48/EC to clarify definitions to ensure uniform application of that Directive or to take account of developments on financial markets; to align terminology on, and frame definitions in accordance with, subsequent relevant acts; to expand the content or adapt the terminology of the list of activities subject to mutual recognition under that Directive to take account of developments on financial markets; to adjust the areas in which the competent authorities are required to exchange information; to adjust the provisions of that Directive on own funds to reflect developments in accounting standards or Union legislation, or with regard to the convergence of supervisory practices; to expand the lists of exposure classes for the purposes of the Standardised Approach or the IRB Approach to take account of developments on financial markets; to adjust certain amounts relevant to those exposure classes to take into account the effects of inflation; to adjust the list and classification of off-balance sheet items; and to adjust specific provisions and technical criteria on the treatment of counterparty credit risk, the organisation and treatment of risk, the Standardised Approach and the IRB Approach, credit risk mitigation, securitisation, operational risk, review and evaluation by the competent authorities and disclosure in order to take account of developments on financial markets or in accounting standards or Union legislation, or with regard to the convergence of supervisory practices.

- Preparedness: The Community supports activities aimed at enhancing Member States' civil protection preparedness, notably through financial support (exchange of experts, exercises and preparedness projects), providing courses intended for national experts, development by the Joint Research Centre of the European Forest Fire Information System (EFFIS), and financing projects.

9. Si un État membre prévoit, au moment de l'adoption de la présente directive, des échanges d'informations d'une autorité à l'autre aux fins du contrôle du respect des lois en matière de surveillance prudentielle, en matière d'organisation, de fonctionnement et de comportement des sociétés commerciales, et des réglementations des marchés financiers, cet État membre peut, dans l'attente d'une coordination de l'ensemble des dispositions régissant l'échange d'informations entre autorités pour tout le secteur financier et, en tout cas, jusqu'au 1er juillet 1996 au plus tard, continuer à autoriser une telle transmission.
9. If, at the time of the adoption of this Directive, a Member State provides for the exchange of information between authorities in order to check compliance with the laws on prudential supervision, on the organization, operation and conduct of commercial companies and on the regulation of financial markets, that Member State may continue to authorize the forwarding of such information pending coordination of all the provisions governing the exchange of information between authorities for the entire financial sector but not in any case after 1 July 1996.
