Nous avons passé des heures à discuter de projets de loi qui faisaient l'unanimité, alors que l'on a traité à la va-vite de sujets tels que la FATCA, un dossier que mon collègue et moi-même souhaitons renvoyer au Comité des finances afin d'arriver à des résultats valables, ou le projet de loi omnibus, pour lequel nous savons combien l'étude et les débats ont été insuffisants. Ce ne sont pas des points mineurs.

10. se félicite de la proposition de créer un Fonds européen pour la démocratie, qui arrive à point nommé pour répondre aux revendications des populations des pays de notre voisinage en faveur de la démocratie; souligne que ce Fonds devrait être un mécanisme de soutien souple, rapide à mettre en œuvre et ciblé et compléter les instruments existants de l'Union européenne ainsi que les travaux exemplaires menés de longue date par des fondations européennes politiques ou non politiques et par des organisations de la société civile, en gardant à l'esprit que cette initiative doit viser des résultats concrets; insiste pour que ce Fonds n'entrave pas, ni ne fasse double emploi avec les actions déjà engagées par ces fondations ou dans le cadre de programmes européens existants, tels que l'instrument européen pour la démocratie et les droits de l'homme; insiste sur le fait que son champ d'application et son organisation devraient être clairement définis et ses structures et procédures légères et simples; demande au SEAE, à la Commission et à la présidence (polonaise) de séparer clairement les compétences du futur Fonds européen pour la démocratie de celles de ces instruments et cadres; insiste pour que le Parlement européen ait un droit de contrôle et soit associé à sa structure de gouvernance afin d'aider à déterminer les objectifs annuels, les priorités, les résultats attendus et les allocations financières globales et de participer au suivi des actions; exprime certaines préoccupations quant à la possibilité que ce Fonds soit financé, entièrement ou en partie, par des ressources extérieures au budget de l'Union, et insiste sur le droit que possède l'autorité budgétaire de contrôler et de surveiller la mise en œuvre de ce Fonds; demande, par conséquent, que la Commission et le Conseil apportent des précisions sur cette question;

Welcomes the proposal for a European Endowment for Democracy (EED), which is a timely response to the clamour for democracy by the populations of our neighbouring countries; underlines that it should be a flexible, fast and targeted mechanism for support and should complement already existing EU instruments and the exemplary work of longstanding European political or non-political foundations and civil society organisations, bearing in mind that tangible results should be an objective of this initiative; stresses that the Endowment should not hinder or duplicate the action already being taken by these foundations, or as part of existing European programmes, such as the EIDHR; stresses that its scope and organisation should be clearly defined and that its structures and procedures should be light and straightforward; calls upon the EEAS, the Commission and the (Polish) Presidency to present a clear demarcation of the competences of a future EED in relation to these instruments and frameworks; insists on a right of scrutiny and the involvement of the European Parliament in its governance structure, to help determine the annual objectives, priorities, expected results, and financial allocations in broad terms and to be part in the monitoring of activities; expresses some concerns about the fact that this future fund could be financed, fully or in part, outside of the EU budget and reaffirms the right of the budget authority to monitor and scrutinise the implementation of this fund; requests therefore, a clarification from the Commission and the Council on the issue;
