Action 4 - Créer le cadre de financement adéquat Compte tenu de la finalité essentiellement commerciale du développement des infrastructures, la Commission mettra au point une méthode pour déterminer l’équilibre optimal entre financement public et financement privé (en se fondant sur les principes suivants applicables dans l’ensemble de l’Union: «utilisateur payeur», «bénéficiaire payeur» – du point de vue de la répartition transfrontière des coûts et des avantages – et «contribuable payeur» – partage des coûts dans le cas d’infrastructures non viables commercialement et profitant à l’ensemble de l’UE).
Action 4: Providing the right financing framework Acknowledging the fact that most of the infrastructure development is of a commercial nature, a methodology will be defined by the Commission to analyse the optimum balance between public and private financing (on the following principles to be applied across the Union: ‘user pays’, ‘beneficiary pays’ - in terms of cross-border cost-benefit allocation, and ‘tax payer pays’ - burden-sharing for commercially non-viable and ‘EU-wide benefit’ infrastructure).

Cette combinaison de financements inédite facilitera la réalisation du double objectif qui consiste à relancer l'investissement pour financer des projets innovants et durables de modernisation des infrastructures de transport, tout en soutenant les emplois nécessaires pour mettre ces infrastructures en place.
This first ever combination of funds will help to achieve the twin objectives of boosting investment to fund innovative, sustainable transport infrastructure upgrades while supporting jobs needed to put that infrastructure in place.

Les opérations de financement de la BEI menées à l'appui des objectifs visés au paragraphe 1, point b), soutiennent la réalisation de projets d'investissement dans les transports, l'énergie (notamment les énergies renouvelables, la transformation des systèmes énergétiques en vue du passage à des technologies et carburants à faible intensité de carbone, la sécurité énergétique et les infrastructures d'énergie durables, y compris pour la production et le transport de gaz jusqu'au marché de l'énergie de l'UE, y compris les infrastructures de transport d'électricité, en particulier les interconnexions qui facilitent l'intégration de l'électricité issue de sources d'énergie renouvelables), les infrastructures environnementales (notamment l'eau et l'assainissement, et l'infrastructure verte), les technologies de l'information et de la communication (notamment les infrastructures de réseaux de télécommunications, en particulier à haut débit), la santé et l'éducation.
6. EIB financing operations supporting the objectives provided for in paragraph 1(b) shall support investment projects in the areas of transport, energy, including renewable energy, energy systems transformation enabling a switch to lower carbon intensive technologies and fuels, sustainable energy security and energy infrastructure, including gas production and transportation to EU energy market, electricity transmission infrastructure, in particular interconnections that facilitate the integration of electricity from renewable sources sustainable environmental infrastructure, including water and sanitation and green infrastructure, information and communication technology, including telecommunications and broadband network infrastructure, health and education.

Les opérations de financement de la BEI menées à l'appui des objectifs visés au paragraphe 1, point b), soutiennent au premier chef la réalisation de projets d'investissement dans les transports, l'énergie, notamment les énergies renouvelables décentralisées hors réseau, la transformation des systèmes énergétiques en vue du passage à des technologies et carburants à faible intensité de carbone, la sécurité énergétique durable et les infrastructures d'énergie, y compris les infrastructures de transport d'électricité, en particulier les interconnexions qui facilitent l'intégration de l'électricité issue de sources d'énergie renouvelables), les infrastructures environnementales (notamment l'eau et l'assainissement, et l'infrastructure verte), les technologies de l'information et de la communication (notamment les infrastructures de réseaux de télécommunications, en particulier à haut débit), la santé et l'éducation.
6. EIB financing operations supporting the objectives provided for in paragraph 1(b) shall predominantly support investment projects in the areas of transport, energy, including decentralised off-grid renewable energy, energy systems transformation enabling a switch to lower carbon intensive technologies and fuels, sustainable energy security and energy infrastructure, including electricity transmission infrastructure, in particular interconnections that facilitate the integration of electricity from renewable sources, environmental infrastructure, including water and sanitation and green infrastructure, information and communication technology, including telecommunications and broadband network infrastructure, health and education.

22. souligne la nécessité d'accroître les investissements du secteur privé dans l'infrastructure verte et appelle la Commission et la BEI à rapidement mettre en place et rendre opérationnel un dispositif de financement comprenant des mécanismes de financement innovants afin d'encourager les investissements dans l'infrastructure verte et autres projets en lien avec le capital naturel, tout en évaluant le soutien réel et à long terme à apporter aux fonctions écosystémiques; insiste sur le fait qu'il conviendra d'explorer également d'autres sources de financement, au niveau local, régional et national;
22. Stresses the need to enhance private sector involvement in green infrastructure investments and calls on the Commission and the EIB to quickly establish and make operational a financing facility including innovative financing mechanisms to support green infrastructure investments and other natural capital-related projects, while also assessing real and long-term support for ecosystem functions; points out that further financing sources at local, regional and national level will also need to be explored;

9. Underlines that the use of renewable energy technologies should be optimised based on availability of renewable resources in the region; points out that increased renewable energy production will pose challenges to the serviceability of the existing energy infrastructure as the sources are often remotely located and therefore require major development work on transmission and distribution lines; considers that in order to further integrate renewable energy sources, infrastructure adjustments will be needed in the EU, both at transport and distribution level and that national legislation has to ensure the simplification and acceleration of planning procedures as they often require the interaction of various planning levels; points to the importance of both public and private funding where energy infrastructure investment is concerned; urges the need for progress in the development and expansion of an EU internal energy market; highlights the potential of Structural Funds to modernise the current energy infrastructure and service a well-connected European infrastructure in order to integrate renewable energies in the European energy market; highlights also the importance of creation of smart power grids; maintains, however that the amount of ERDF funding in the current financing period for new energy capacities is rather low; believes that, for example, ELENA assistance should support large-scale, but also decentralised, renewable energy investment projects to more useful effect and that the Intelligent Energy – Europe programme could be used to foster further development of renewable energy and furthermore foster joint renewable projects between small communities, including rural areas;

105. demande à la Commission de revoir les règles concernant les aides d'État en matière d'infrastructures énergétiques et si nécessaire, d'introduire des propositions pour les modifier de manière à permettre aux États d'encourager la modernisation de leurs infrastructures; parallèlement, demande à la Commission de publier un nouveau document d'orientation sur le financement public des projets et la législation actuelle en matière d'aides d'État, qui fixe des critères précis pour le financement public des infrastructures énergétiques; souligne que ce document doit être rédigé conjointement par la DG Énergie, la DG Concurrence et la DG Politique régionale afin d'écarter toute contradiction entre les règles de la Commission;

Calls on the Commission to review state-aid rules in relation to energy infrastructure and if necessary, to bring forward proposals to amend these rules to allow states to encourage the modernisation of infrastructure; calls on the Commission, at the same time, to issue a new guideline document on public financing of projects and current state-aid legislation, setting out clear criteria for the public funding of energy infrastructure; stresses that this document must be developed jointly by DG Energy, DG Competition and DG Regional Development in order to eliminate any inconsistency in the Commission rules;

This will bring forward existing funds that would have been reallocated by the mid-term review of the multi-annual TEN-T programme in 2010; In parallel, the EIB will significantly increase its financing of climate change, energy security and infrastructure investments by up to € 6 bn per year, while also accelerating the implementation of the two innovative financial instruments jointly developed with the Commission, i.e. the Risk Sharing Finance Facility to support RD and the Loan Guarantee Instrument for TEN-T projects to stimulate greater participation of the private sector; The EBRD will more than double its efforts for energy efficiency, climate change mitigation and financing for municipalities and other infrastructure services.
