3.2.7 The Member States were asked whether they believed that there was a case for moving some projects from Annex II to Annex I. Some Member States have already done this by placing some projects in their own version of Annex I or by having mandatory thresholds for certain Annex II projects. However, the largest single proportion of respondents felt that there is no case for moving projects from Annex II to Annex I (i.e. Austria, Denmark, Greece, Netherlands, Spain, Sweden, UK). There was some consensus on the view that it was far too early to judge whether the Annex I and II lists needed further revision and that there needs to be far more research on the relationship between the Annexes and how the system operates in practice across the EU as a whole.

Recognises that the problem is often not the lack of funding but, rather, how funds are spent and what other resources are utilised; notes that the Court of Auditors’ recommendations concerning EU funds have not been fully implemented; calls for regular reviews of how funding from national governments through the EU and the UN is spent; believes it is vital to utilise funds effectively, given their finite nature and the scale of the problems being faced; believes accountability is an essential part of this process, as well as helping to tackle endemic corruption in Africa; insists on a more thorough and transparent evaluation of PSOs supported by the EU; backs initiatives such as the Békou trust fund operating in the Central African Republic, which seeks to pool European development-related resources, expertise and capacities in order to overcome the fragmentation and ineffectiveness of international action in the context of reconstruction of a country; calls for more systematic joint programming among the various EU instruments.

The deficiencies noted in this area highlight once again the urgent need for an operational European Environment Agency; - to step up research and development efforts in order to have a better understanding of the problems to be resolved and to encourage the development of technologies which use resources more economically and have less impact on the environment; - to develop information, education and training so as to increase the transparency of the decision-making process, to promote an understanding of the problems, and in so doing to promote a consensus among the various players and a commitment on their part; - to promote sectoral and spatial planning to ensure a more balanced geographical distribution of productive activities, in line with both environmental concerns and socio-economic imperatives; - to encourage the use of economic and fiscal instruments so as to reconcile market forces and environmental objectives by internalizing external costs in the price of products and the charges paid by users of goods and services; - 4 - - to incorporate environmental concerns more systematically in Community and national financial instruments so as to increase the effectiveness of their operations and their impact over time.
