Recognises the leverage effect of new financial instruments and their potential to mobilise investment, supports increased financing from credit in general, and calls for the use of revolving financial instruments to be extended to those areas eligible for funding which prove to be appropriate; calls for procedures to be simplified to that end and for a greater degree of legal certainty throughout the entire funding period, as well as for the establishment of an EU register showing which projects are provided with loans and which with subsidies; calls for the instruments to be adaptable, so as to ensure they are viable and feasible for all regions and cities; takes the view that at the end of a funding period, at the latest, responsibility for how the funds are spent should transfer to national level or project level; notes that during the current period not all Member States have adopted a decentralised approach to dealing with financial instruments such as JESSICA; emphasises the need for direct access for cities;

4. se félicite de la récente publication des conclusions de l'étude de faisabilité effectuée par le groupe d'experts sur le droit européen des contrats ainsi que de l'engagement de la Commission à poursuivre ses consultations sur le champ d'application et le contenu de l'instrument facultatif et, dans cet esprit, invite instamment la Commission à continuer le dialogue franc, ouvert et transparent engagé avec toutes les parties intéressées dans le cadre du processus décisionnel sur la manière d'exploiter cette étude de faisabilité;

Welcomes the recent publication of the results of the feasibility study carried out by the Expert Group on European contract law and the Commission's commitment to continue consultation on the scope and the content of the OI, and in this vein urges the Commission to continue a genuinely open and transparent discussion with all stakeholders as part of its decision-making process as to how the feasibility study should be used;

La Commission entend conduire une réflexion approfondie dans cinq domaines, c'est-à-dire la suppression des obstacles injustifiés à la consolidation transfrontalière, la directive sur la monnaie électronique, le fonds de garantie d'assurance, la Convention de La Haye sur les titres et la faisabilité d'instruments optionnels (« 26 régime ») dans le secteur des services financiers.
The Commission intends to conduct in-depth reflection in five fields, namely the elimination of unjustified barriers to cross-border consolidation, the E-money Directive, Insurance Guarantee Schemes, the Hague Securities Convention and the feasibility of optional instruments ("Article 26 scheme") in the financial services sector.

D'autre part, et parallèlement à ces actions, la Commission prendra l'initiative, au sein du Comité sur l'immigration et l'asile, d'une discussion politique sur la contribution de la réinstallation à la politique commune d'asile, l'échange de bonnes pratiques voire la faisabilité d'instruments européens spécifiques, y compris législatifs, dans ce domaine. Le rôle du HCR ou d'autres partenaires sera examiné.
At the same time the Commission will take the initiative in the Immigration and Asylum Committee of launching a policy debate on the contribution made by resettlement to the common asylum policy, the exchange of good practices and even the feasibility of specific European instruments, including legislative instruments. The role of the HCR and other partners will be considered.
