L’Union européenne exploitera les différents instruments dont elle dispose à cet effet, à savoir le 10e Fonds européen de développement, le partenariat UE-Afrique pour l’infrastructure, qui concerne des projets régionaux sur la production et le transport d’électricité, la facilité ACP-UE pour l’énergie, ainsi que le programme communautaire de coopération énergétique COOPENER et son successeur, et enfin le programme EUROSOLAR pour l'Amérique latine.
The EU will also leverage the different instruments at its disposal to this end: the 10th European Development Fund, the EU-Africa Partnership on Infrastructure which addresses regional projects on the generation and transmission of electricity, the ACP-EU Energy Facility, and the EC COOPENER programme and its successor as well as the EUROSOLAR programme for Latin America.

The Partnership should build on existing instruments, such as the overall framework of the EU-Africa Infrastructure Partnership and its Trust Fund, the European Union Energy Initiative (EUEI) and its ACP Energy Facility (currently € 220 million), the national and regional indicative programmes under the 10th EDF and the thematic programme on environment, management of natural resources including energy.

Hence and to ensure a global EU coherence and visibility it is crucial to put in place appropriate structures and ways also at EU level that facilitate the coordinated and complementary channelling of MS’ bilateral and EC aid. The Commission will contribute to this effort by developing different types of host structures open to MS’ voluntary contributions, such as the European trust fund for infrastructure in Africa, call for proposal mechanisms as applied under the ACP Water and Energy Facilities, or the exploration of the feasibility of common instruments to respond to global challenges related to the fall in commodity prices and natural catastrophes (for example an EU-FLEX or similar).

Un montant de 226 millions d’euros, se composant de 185 millions d’euros sur la réserve de l’enveloppe du 9e FED pour le développement à long terme et de 41 millions d’euros sur la Facilité d’investissement du 9e FED, est transféré à l’allocation intra-ACP dans le cadre de l’enveloppe consacrée à la coopération et à l’intégration régionales, et est utilisé pour la création d’une Facilité ACP-UE pour l’eau.
An amount of EUR 226 million, consisting of EUR 185 million from the reserve of the 9th EDF long-term development envelope and EUR 41 million from the 9th EDF Investment Facility, shall be transferred to the intra-ACP allocation under the envelope for regional cooperation and integration, and used for the establishment of an ACP-EU Water Facility.
