TRADUCTIONS EN CONTEXTE

Les prêts de la Banque européenne d’investissement, notamment au titre du Fonds européen pour les investissements stratégiques (EFSI), peuvent être une autre source de financement à long terme pour les infrastructures GNL.
European Investment Bank loans, including under the European Fund for Strategic Investments (EFSI), may be another source of long-term financing for LNG infrastructure.

2. Tout en préservant la spécificité de la BEI comme banque d'investissement, les opérations de financement menées par la BEI au titre de la présente décision contribuent au respect de l'intérêt général de l'Union européenne, et notamment des principes guidant l'action extérieure de l'Union, visés à l'article 21 du traité sur l'Union européenne, et contribuent à la mise en œuvre des accords internationaux en matière d'environnement auxquels l'Union est partie.
2. Whilst preserving the EIB's distinct character as an investment bank, EIB financing operations carried out under this Decision shall contribute to the general EU interest, in particular the principles guiding Union external action, as referred to in Article 21 TEU and shall contribute to the implementation of international environmental agreements to which the Union is a party.

49. Endorses the economic rationale of a local/regional place-based development policy rooted in the fundamental logic that interest in the Union's less-developed regions is likely to increase if they are able to offer competitive comparative advantages (adequate infrastructure, skilled human resources, etc.) as well as firm sets of incentives; in this context, calls on the Commission to support the Member States and regions in their pursuit of their own investment incentives policies, especially as regards long-term investments – not least at cross-border level – with an emphasis on infrastructure projects; notes with regret that less-developed regions of the EU are increasingly losing their attractiveness, to the benefit of third countries; calls on the competent authorities to draft urgent measures aimed at maintaining current investment and attracting new investment;

Q. considérant que, comme le montre le rapport de la Commission sur le mécanisme d'alerte (COM(2012)0068), les contraintes budgétaires nationales et les taux de chômage élevés mettent en lumière la nécessité – particulièrement en ce qui concerne la balance courante, les parts de marché à l'exportation, et la dette publique et privée – d'instaurer des réformes structurelles efficaces afin d'améliorer l'environnement des entreprises, tout en réduisant les démarches administratives et en optimisant la valeur ajoutée des fonds structurels et des activités de la Banque européenne d'investissement, notamment dans les pays bénéficiant de la politique européenne de voisinage;
Q. whereas, as shown in the Commission's Alert Mechanism Report (COM(2012)0068), national budget constraints and high unemployment rates highlight the need, especially with regard to current account balances, export market shares and private and public debt, to introduce effective structural reforms in order to improve the business environment, while cutting red tape and optimising the added value of the Structural Funds and the European Investment Bank's activities, including in the countries benefiting from the European Neighbourhood Policy;

6. invite instamment la Commission à adopter une stratégie propre à renforcer son rôle d'investisseur et à tenir compte des programmes d'investissement déjà déployés dans la région en élaborant des orientations spécifiques pour des investissements responsables permettant de réduire les inégalités sociales et les disparités territoriales et de favoriser la diversification des économies locales; souligne que la lutte contre la corruption à tous les niveaux devrait être une priorité essentielle pour l'Union européenne dans le développement de ses relations commerciales et financières avec ses partenaires du sud, de même que la promotion d'un cadre propice aux investissements conférant à la sécurité et à la stabilité juridique une place fondamentale, et souligne l'importance et la nécessité d'établir davantage de synergies avec d'autres établissements financiers nationaux et internationaux; se félicite des travaux entrepris par la Banque européenne d'investissement, notamment via la facilité euro-méditerranéenne d'investissement et de partenariat, et par la Banque européenne pour la reconstruction et le développement (BERD), les programmes gérés par les agences nationales des États membres et le Partenariat de Deauville;
6. Urges the Commission to adopt a strategy that strengthens its role as an investor and to take account of the investment programmes already deployed in the region by developing specific guidelines for responsible investment, with a view to reducing social inequalities and territorial gaps and promoting the diversification of local economies; stresses that combating corruption at all levels should be a top priority for the EU in the development of trade and financial relations with its Southern partners, as should the promotion of an environment conducive to investment which has security and legal stability at its core, and emphasises the importance and necessity of establishing more synergies with other national and international financial establishments; welcomes the work undertaken by the European Investment Bank (notably through the Facility for Euro-Mediterranean Investment and Partnership), the European Bank for Reconstruction and Development (EBRD), programmes run by national agencies in the Member States, and the Deauville Partnership;

Le plan d’investissement recense les lacunes en matière d’investissement, notamment en ce qui concerne les capacités transfrontalières. Il prévoit notamment des investissements d'interconnexion et, en priorité, les connexions entre les "îlots énergétiques" et les réseaux de gaz dans l'Union européenne ainsi que des investissemnts dans d'autres types d'infrastructures nécessaires à des échanges efficaces, à la concurrence et à la sécurité des approvisionnements.
The investment plan shall identify investment gaps, notably with respect to cross-border capacities and shall include investments in interconnection, in particular, and as a priority, connections between 'energy islands' and gas networks in the European Union and investments in other infrastructure necessary for effective trading, competition and security of supply.

The final point is that the European Union does not invest enough, and this is a personal proposal: is it not time that we included a section on investments in our budget and that, in association with the European Investment Bank – of which I propose that, henceforth, since we have legal personality, the European Union becomes a partner, alongside the Member States – we had an investment plan, notably on trans-European networks?
