Dans le cadre de la stratégie Europe 2020, l'Union s'est fixé l'objectif d'accroître son efficacité énergétique de 20 % d'ici 2020 et a notamment adopté la directive 2012/27/UE du Parlement européen et du Conseil du 25 octobre 2012 relative à l'efficacité énergétique, modifiant les directives 2009/125/CE et 2010/30/UE et abrogeant les directives 2004/8/CE et 2006/32/CE (20), qui établit un cadre commun en vue de promouvoir l'efficacité énergétique dans l'Union et d'atteindre l'objectif global consistant à économiser au moins 20 % de sa consommation d'énergie primaire.
As part of the Europe 2020 strategy, the Union has set itself the objective of achieving a 20 % increase in energy efficiency by 2020 and has, in particular, adopted Directive 2012/27/EU of the European Parliament and of the Council of 25 October 2012 on energy efficiency, amending Directives 2009/125/EC and 2010/30/EU and repealing Directives 2004/8/EC and 2006/32/EC (20) which establishes a common framework to promote energy efficiency within the Union pursuing the overall objective of saving at least 20 % of the Union's primary energy consumption.

Horizon 2020 devrait, à travers sa mise en œuvre, fournir une contribution directe à la primauté industrielle, à la croissance et à l'emploi, ainsi qu'au bien-être des citoyens en Europe et concrétiser la vision stratégique décrite par la Commission dans sa communication du 6 octobre 2010 intitulée "Initiative phare Europe 2020 - Une Union de l'innovation", dans laquelle la Commission s'engage à simplifier radicalement l'accès des participants.
Horizon 2020 should be implemented with a view to contributing directly to creating industrial leadership, growth and employment as well as citizens' welfare in Europe, and should reflect the strategic vision of the Commission Communication of 6 October 2010 entitled "Europe 2020 Flagship Initiative Innovation", in which the Commission commits itself to radically simplify access for participants.
