Considers the European Higher Education Area (EHEA) created by the Bologna Process to be progressive; calls therefore for a Euro-Mediterranean Higher Education Area to be incorporated into this existing structure and for progress towards the establishment of an effective Higher Education Area for the countries involved in Eastern Partnership cooperation as well as in other inter-state areas inside the EU; calls on the Commission to remove obstacles to the movement of students and teachers, to support the networking of Euro-Mediterranean universities, including EMUNI, and to continue the good practices of the Tempus and Erasmus Mundus programmes;

11. Underlines the importance of research and development as part of a recovery and competitiveness strategy for the southern-shore Mediterranean countries and calls for scientific and technological cooperation between the states of the Mediterranean region to be stepped up and better coordinated; supports the European Mediterranean University initiative and the creation of a ‘Euro-Mediterranean Area of Higher Education and Research’, as envisaged in the Catania Declaration of 29 January 2006;

34. insiste sur l'importance de développer dans le cadre de l'UpM de nouveaux projets consacrés à l'enseignement, aux échanges scolaires et universitaires et à la recherche, en tant que facteurs de rapprochement et de développement des peuples des rives de la Méditerranée; estime prioritaire, avec l'implication active de la société civile, la création d'un véritable espace euro-méditerranéen de l'enseignement supérieur, de la science et de la recherche et, à cet égard:
34. Stresses the importance of developing, within the UfM framework, new projects focusing on education, school and university exchanges and research as ways of bringing the peoples on both sides of the Mediterranean closer together and fostering development; considers that priority should be given, with the active involvement of civil society, to the creation of a genuine Euro-Mediterranean higher education, science and research area and, in this regard:

For example, the report provides for the, albeit regulated, ‘opening up of agricultural markets’, with particular reference to the wine and the fruit and vegetable sectors; the liberalisation of services, albeit excluding (only.) those public services considered to be basic (health, education, drinking water provision, the arts and audiovisual services); the liberalisation of energy supplies through the creation of a Euro-Mediterranean market; and the liberalisation of the industrial sector, specifically through the ‘establishment of a Euro-Mediterranean production area’ for textiles and clothing, in that way basically encouraging a large proportion of production capacity to be relocated.

Les plans d'action s'inspireront des initiatives bilatérales ou régionales existantes, telles que le dialogue UE-Russie sur l'énergie, le programme Inogate financé sur des fonds Tacis dans le bassin de la mer Caspienne (réseaux d'oléoducs et de gazoducs), la coopération énergétique dans le contexte du partenariat euro-méditerranéen (en particulier la création d'un marché euro-maghrébin de l'électricité, qui pourrait être complété par un marché du gaz et les réseaux euro-méditerranéens homologués en matière d'énergie), le renforcement de la coopération énergétique entre Israël et l'Autorité palestinienne, l'intensification de la coopération « gazière » dans la région du Mashrek (le tout dans le contexte euro-méditerranéen) et l'octroi à la Moldavie du statut d'observateur dans le cadre de l'initiative en faveur du marché régional de l'énergie de l'Europe du Sud-Est.
The Action Plans will build on existing bilateral or regional initiatives, such as the EU-Russia Energy Dialogue, the Tacis-funded Inogate programme dealing with the Caspian basin (oil and gas pipeline systems); energy co-operation in the context of the Euro-Mediterranean partnership (in particular the creation of a Euro-Maghreb electricity market, which could be complemented with a gas market, and the agreed Euro-Mediterranean energy networks); enhanced energy co-operation between Israel and the Palestinian Authority; increased gas co-operation in the Mashrek region (all in the Euro-Mediterranean context), as well as Moldova's observer status in the South East Europe Regional Energy Market initiative.
