13. demande à nouveau que soit tenue, chaque fois que nécessaire, une réunion des ministres de l'emploi et des affaires sociales de l'Eurogroupe avant les sommets de la zone euro, de façon à intégrer davantage les préoccupations liées à la situation sociale et à l'emploi dans les débats et les décisions des autorités de la zone euro et à apporter une contribution aux réunions des chefs d'État ou de gouvernement de la zone euro; est d'avis qu'il est d'une grande importance d'organiser, en cas de besoin, des réunions conjointes entre les conseils EPSCO et ECOFIN pour adopter une position cohérente;
13. Reiterates its call for a meeting of the Eurogroup employment and social affairs ministers to be held prior to euro summits whenever necessary, so as to ensure that social and employment concerns are addressed more fully in the discussions and decisions of the eurozone authorities, and with a view to contributing to the meetings of the eurozone Heads of State or Government; believes in the importance of joint meetings between the EPSCO and ECOFIN Councils with the aim of achieving a coherent position whenever necessary;

regarding the conditions and the procedures for granting loans, the European Central Bank (ECB) should have less involvement in the preparation of the adjustment programmes; in its opinion on the BoP proposal of 7 January 2013 (CON/2013/2), the ECB considers it inappropriate to assume such a role for a non-euro area Member State; therefore, as the ECB suggested it, Article 3(3) ‘acting in liaison with the ECB’ and Article 3(8) ‘in liaison with the ECB’ should be replaced by ‘taking into account the view of the ECB, should the ECB decide to give advice in this respect’;

51. se réjouit de l'évolution rapide de l'euro en tant que deuxième monnaie de réserve et de transaction derrière le dollar américain, représentant 25 % des réserves en devises mondiales; remarque que l'euro joue un rôle important à titre de monnaie de financement, en particulier dans les pays voisins de la zone euro, et que les taux de change respectifs s'alignent sur l'euro; approuve expressément l'avis de la BCE selon lequel l'introduction de l'euro constitue la dernière étape vers un processus de convergence structuré au sein de l'UE, cette introduction n'est donc possible qu'en vertu du traité CE;
51. Welcomes the quick development of the euro as the second most important reserve and transaction currency after the US dollar, with a share of 25 % of global foreign exchange reserves; notes that particularly in the countries neighbouring the euro area, the euro plays an important role as a financing currency and that those countries' respective exchange rates are aligned to the euro; approves expressly the ECB's opinion that the introduction of the euro is the last step towards a structured convergence process within the European Union, and that thus the introduction of the euro is possible only under the EC Treaty;

À mon avis, Monsieur le Président, cette stratégie devrait présenter trois aspects. Dans le domaine politique, nous réclamons une révision et une actualisation de l'ordre du jour bi-régional ; deuxièmement, une rénovation et une actualisation du dialogue politique ministériel ; troisièmement, la constitution d'une assemblée transatlantique, euro-latino-américaine, par la signature d'une charte euro-latino-américaine pour la paix et la mise en œuvre d'un partenariat politique et de sécurité euro-latino-américain.
This strategy, Mr President, in my opinion, should involve three aspects: in the political sphere, a revision and updating of the biregional agenda; secondly, a renewal and updating of political dialogue at ministerial level; and thirdly, the constitution of a transatlantic, Euro-Latin American assembly, through the signing of a Euro-Latin American charter for peace and the implementation of a Euro-Latin American political and security partnership.
