TRADUCTIONS EN CONTEXTE

Le Parlement européen a adopté le 14 novembre 2001 son avis en première lecture amendant les propositions de la Commission en particulier par l'introduction d'un «escalier de l'excellence», instrument d'intervention destiné à compléter les projets intégrés et les réseaux d'excellence, le renforcement des principes éthiques à respecter par la recherche européenne, et une réduction importante de la part du budget alloué au domaine «Anticipation des besoins scientifiques et technologiques de l'Union».
On 14 November 2001 the European Parliament adopted its opinion on first reading, amending the Commission’s proposals by introducing a “stairway of excellence” (an instrument intended to complement integrated projects and networks of excellence); strengthening the ethical principles to be complied with by European research; and substantially reducing the share of the budget allocated to “anticipating the EU's scientific and technological needs”.

Les propositions modifiées reflètent ainsi l'opinion du Parlement européen, notamment en ce qui concerne les principes éthiques à respecter et la nécessité d'assurer une transition vers les nouveaux instruments dans l'esprit de «l'escalier de l'excellence», tout en préservant l'équilibre général de la répartition budgétaire initiale.
Thus the amended proposals reflect the opinion of the European Parliament, particularly as regards the ethical principles to be complied with and the need to ensure a transition towards the new instruments in the spirit of the “stairway of excellence”, while preserving the general balance of the initial budgetary breakdown.

(2 bis) Dans le cadre de la mise en œuvre de sa mission de soutien scientifique et technique aux politiques communautaires, le CCR contribuera activement à la création d’un système communautaire de référence scientifique et technique, notamment à travers sa participation à des réseaux d’excellence regroupant les organismes nationaux compétents, et par son appui à l’escalier d’excellence.
(2a) In discharging its mission to provide scientific and technical support to Community policies, the JRC will contribute actively to establishing a Community system of scientific and technical reference, in particular by participating in networks of excellence comprising competent national institutions, and by supporting the stairway of excellence.

Moreover, the stairway to excellence must be able to embrace: (a) research centres not included in the networks of excellence, (b) initiatives proposed by precompetitive research teams, (c) SMEs, and (d) projects which can form the basis of future networks, with a view to integrating regions with similar problems and candidate countries to be incorporated into the European Research Area.

- The importance of the new instruments (Integrated Projects, Networks of Excellence and the stairway to excellence) is recognised as being an overall priority means to attain the objectives of critical mass, management simplification and European added value contributed by Community research in relation to what is already undertaken at national level, and of the integration of the research capacities.

The Community’s financial contribution to these activities, which will incorporate measures to encourage innovation, will be carried out by means of a range of four new instruments: networks of excellence, integrated projects, programmes under Article 169 of the Treaty and the stairway to excellence, which will exist for a limited period alongside some of the old instruments.
