Stresses again the need for local responsibility for and ownership of the reconciliation process and, at the same time, condemns nationalistic rhetoric on both sides; believes that the Kosovan authorities should take further decisive steps to build confidence between Kosovan Serbs and Albanians particularly in the north and to reach out to the Serbian and other minorities with a view to ensuring broad integration within society; calls also for the constitutional principle granting Kosovan Serbs the right to access all official services in their own language to be fully implemented; stresses, at the same time, the importance of fully bilingual education; encourages all Kosovan Serbs and their political representatives to use all the possibilities afforded to them by the Kosovan Constitution to play a constructive role in politics and society and thus, by active participation within Kosovan institutions together with Kosovan Albanians, to share responsibility for social development and institution-building and to take special care to involve women in this process; welcomes the progress made as regards the organisation of municipal administrations;

Recognises women as important agents for change in Serbian society; notes the improvement of women’s representation in the parliament following the 2012 election; encourages the Serbian authorities to make further efforts to guarantee equal representation; underlines the fact that women still face discrimination on the labour market and in other sectors of society and that they are not yet fully represented in the political life of the country, including in governmental positions; underlines the fact that the effective implementation of the existing legislation on non-discrimination and gender equality and the further strengthening of administrative capacity are still major challenges, urges the Serbian authorities to increase their efforts to address these issues;

34. reconnaît le rôle important joué par les femmes en tant qu'acteurs du changement dans la société serbe; note que la représentation des femmes au sein du Parlement serbe s'est améliorée à la suite des élections de 2012; se félicite de l'obtention par les femmes de 84 sièges parlementaires sur 250; encourage toutefois les autorités serbes à poursuivre leurs efforts pour garantir une représentation équitable; souligne que les femmes continuent de subir des discriminations sur le marché de l'emploi et dans d'autres secteurs de la société, et qu'elles ne sont pas encore pleinement représentées dans la vie politique du pays, notamment aux postes gouvernementaux; se dit préoccupé par l'absence de progrès avéré dans le domaine de l'égalité entre les femmes et les hommes, et ce malgré le fait qu'une législation et des organismes de mise en œuvre ont été mis en place tant en matière de lutte contre les discriminations que d'égalité des sexes; fait remarquer que l'application effective de la législation existante et le renforcement des capacités administratives demeurent des problèmes majeurs, et invite instamment les autorités serbes à intensifier leurs efforts à ces fins;

Welcomes the increased engagement of the Serbian community south of the river Ibar in the institutional framework of Kosovo, as demonstrated by the increased participation in the elections and in the census; underlines the crucial role of the decentralisation process to this end and calls for continued efforts to make it successful, and in particular to ensure good cooperation between all levels of administration; calls for increasing the capacity and budgets of the local administration; hopes that this model of cooperation swiftly can be extended to the north as foreseen in the Ahtisaari plan, and calls also for an effective decentralisation process to be implemented in the area to mitigate ethnic tensions and to foster stability;

Le Kosovo est confronté à des défis majeurs, notamment l'État de droit, la lutte contre la corruption et la criminalité organisée, le renforcement des capacités administratives, la protection des Serbes et des autres minorités, ainsi que l'intensification du dialogue et de la réconciliation entre les communautés.
Kosovo faces major challenges, including the rule of law, the fight against corruption and organised crime, the strengthening of administrative capacity, the protection of Serb and other minorities, and enhancing dialogue and reconciliation between the communities.

Cependant, l'État de droit, la lutte contre la corruption et la criminalité organisée, le renforcement des capacités administratives, la protection des Serbes et des autres minorités, ainsi que l'intensification du dialogue et de la réconciliation entre les communautés restent autant de défis majeurs à relever.
Kosovo adopted some key legislation. However, major challenges remain, including the rule of law, the fight against corruption and organised crime, the strengthening of administrative capacity, the protection of the Serb and other minorities, and enhancing dialogue and reconciliation between the communities.

L'administration serbe a fait preuve de professionnalisme lors des négociations relatives à l'ASA, ce qui a contribué à renforcer la cohérence des relations entre les différents ministères et organismes.
The Serbian administration participated in SAA negotiations in a professional manner and this helped to improve coherence among the various Ministries and agencies.

EX-YOUGOSLAVIE Le Conseil : - a pris note avec satisfaction de l'adoption par le Conseil de Sécurité de la résolution autorisant le maintien d'une force des Nations Unies en Croatie ; - a autorisé, à la lumière de ces développements positifs, l'ouverture de négociations visant la conclusion d'un accord de coopération avec la Croatie, étant entendu que le Conseil se réserve la possibilité de tenir compte à tout moment, y compris lors de la conclusion de l'accord, de l'attitude de la Croatie dans la mise en oeuvre des résolutions des Nations-Unies et du processus de paix ; - a appuyé la réalisation de projets d'intérêt commun en Croatie facilitant le rapprochement des communautés serbes et croates ; - a rappelé sa position favorable à l'extension à la Croatie du programme PHARE ; - a souligné l'importance d'obtenir la reconduction de l'accord de cessation des hostilités et à cette fin de promouvoir en priorité un accord de reconnaissance mutuelle entre les Etats issus de l'ex- Yougoslavie ; - a souligné l'exigence d'encourager toutes les possibilités de dialogue et de reconnaissance entre la Serbie-Monténegro et la Bosnie-Herzégovine afin de prévenir la reprise des combats et de faciliter la mise en oeuvre du plan de paix ; - a décidé de poursuivre son appui à la Fédération croato-musulmane en concentrant en particulier ses efforts sur l'Administration de la ville de Mostar ; - a noté que des démarches étaient effectuées afin que les moyens requis pour l'accomplissement du mandat de la Conférence Internationale sur l'ex-Yougoslavie en ce qui concerne l'isolement des autorités de Pale soient rassemblés ; - a décidé de continuer à exercer tous ses efforts afin d'empêcher la dégradation de la situation en Serbie-Monténegro et notamment au Kossovo, à propos duquel il a réaffirmé l'objectif d'un régime d'autonomie dans le cadre de la Fédération de Serbie-Monténegro.
FORMER YUGOSLAVIA The Council: - noted with satisfaction the adoption by the Security Council of the Resolution authorizing the maintenance of a United Nations force in Croatia; - authorized, in the light of these positive developments, the opening of negotiations for concluding a cooperation agreement with Croatia, on the understanding that the Council reserved the possibility of taking into account at any time, including the moment when the agreement was concluded, Croatia's attitude in implementing United Nations resolutions and the peace process; - supported the carrying out in Croatia of projects of common interest which will help bring the Serb and Croat communities closer together; - restated its position in favour of extending the PHARE programme to cover Croatia; - stressed the importance of securing the renewal of the agreement on ending hostilities and, to this end, giving priority to the promotion of a mutual recognition agreement between former Yugoslavia's successor States; - emphasized the need to encourage every possibility for dialogue and recognition between Serbia-Montenegro and Bosnia-Herzegovina in order to prevent the resumption of fighting and facilitate implementation of the peace plan; - decided to continue giving its support to the Croat-Muslim Federation by concentrating its efforts particularly on the Administration of the city of Mostar; - noted that steps had been taken to make the means available for carrying out the mandate given by the International Conference on Former Yugoslavia with regard to isolating the Pale authorities; - decided to continue to make every effort to prevent the situation in Serbia-Montenegro from deteriorating, with particular regard to Kosovo, in connection with which it reaffirmed the aim of having an autonomous regime within the Federation of Serbia-Montenegro.
