Recommends that the revised Directive, in accordance with the principle of targeted amendment and avoidance of wholesale redrafting, should retain for the time being the existing formal distinction between investment firms and regulated markets; recommends however that the revised Directive should include, in addition to the existing high-level rules for the conduct of business, clear, separate, and appropriate high-level rules for the integrity of the market, which would apply to institutions, whether regulated as investment firms or regulated exchanges, whose character involved responsibility for the integrity of a trading system;
