21. se félicite de l'accord réalisé pour libérer un montant de 500 millions d'EUR pour le Fonds européen d'ajustement à la mondialisation budgétisé pour l'exercice 2007; souligne que la procédure adoptée pour budgétiser le Fonds reste conforme aux dispositions du point 28 de l'accord interinstitutionnel du 17 mai 2006, et réaffirme que, à son avis, conformément à l'accord, l'ordre des ressources à utiliser pour financer le Fonds européen d'ajustement à la mondialisation au cours d'un exercice N est celui qui résulte de la séquence chronologique selon laquelle arrivent les informations concernant les marges et les engagements annulés, à savoir, en premier lieu, les crédits d'engagement de l'exercice N-2 annulés, en second lieu, la marge demeurée disponible pour l'exercice N-1 et en troisième lieu, les crédits d'engagement de l'exercice N-1 annulés; se félicite du point de vue exprimé par la Commission à ce sujet dans la lettre, datée du 17 novembre 2006, de la commissaire en charge de la programmation financière et du budget au Président du Parlement européen;

Welcomes the agreement reached to make available an amount of EUR 500 million for the European Globalisation Fund budgeted for the year 2007; stresses that the procedure adopted for budgeting the Fund remains in conformity with the provisions of Point 28 of the IIA of 17 May 2006 and reaffirms its view that in accordance with the Agreement the order of the sources used for financing the European Globalisation Fund in a year N is the one resulting from the chronological sequence of availability of the information on margins and cancelled commitments, i.e. firstly, cancelled commitment appropriations from year N-2, secondly, margin left available in year N-1, thirdly, cancelled commitment appropriations from year N-1; welcomes the Commission's view on this issue as expressed in the letter of the Commissioner for Financial Programming and Budget to the President of the European Parliament of 17 November 2006;

According to the provisions of point 28 of the Interinstitutional Agreement of 17 May 2006 on budgetary discipline and sound financial management and of the Article 12 of Regulation (EC) No 1927/2006, the Fund may not exceed a maximum amount of EUR 500 million, drawn from any the margin under the global expenditure ceiling from the previous year, and / or from the cancelled commitment appropriations from the previous two years, excluding those related to Heading 1b. The appropriate amounts are entered into the budget as a provision as soon as the sufficient margins and/or cancelled commitments have been identified.
