(4) À l’exception du ministre, toute personne qui reçoit signification d’un avis en vertu du paragraphe (3) et se propose de comparaître lors de l’audition de la requête visée par cet avis doit déposer au greffe du tribunal, au moins dix jours avant la date fixée pour cette audition, un avis d’intervention, dont elle fait tenir copie au ministre et au requérant.
(4) Each person, other than the Minister, who is served with a notice under subsection (3) and who intends to appear at the hearing of the application to which the notice relates shall, at least ten days prior to the day fixed for the hearing, file an appropriate notice of intervention in the record of the court and serve a copy thereof on the Minister and on the applicant.

Afin de garantir l'uniformité des modalités d'exécution du présent règlement, il convient de conférer à la Commission des pouvoirs d'exécution en ce qui concerne le modèle pour l'enquête structurée sur les bénéficiaires finaux, la fréquence des communications des irrégularités et le modèle à utiliser pour la présentation des informations, les conditions générales auxquelles doit se conformer le système électronique d'échange de données pour la gestion et le contrôle, les spécifications techniques de l'enregistrement et du stockage de données liées au système de gestion et de contrôle, le modèle de déclaration de gestion, les modèles de stratégie d'audit, d'avis d'audit et de rapport de contrôle, le modèle de rapport et d'avis de l'organisme d'audit indépendant et la description des fonctions et des procédures mises en place pour l'autorité de gestion et, le cas échéant, l'autorité de certification, le modèle de demandes de paiement et le modèle applicable aux comptes.
In order to ensure uniform conditions for the implementation of this Regulation, implementing powers should be conferred on the Commission as regards the template for the structured survey on end recipients, the frequency of reporting of irregularities and the reporting format to be used, the terms and conditions for the electronic data exchange system for management and control, the technical specifications of recording and data-storing in relation to the management and control system, the model for the management declaration, the models for the audit strategy, audit opinion and control report, the model for the report and opinion of the independent audit body and description of the functions and procedures in place for the management authority and, where appropriate, the certifying authority, the model for payment applications, and the model for accounts.

6. La Commission adopte des actes d'exécution établissant des modèles de stratégie d'audit, d'avis d'audit et de rapport de contrôle.
6. The Commission shall, in order to ensure uniform conditions for the implementation of this Article, adopt implementing acts laying down models for the audit strategy, the audit opinion and the control report.
