En premier lieu, je voudrais mentionner mon expérience en tant que commissaire déléguée à l'Agence du revenu et comme sous-commissaire, Exécution de la loi, à l'Agence du revenu, où il faut régulièrement regarder des dossiers, interpréter la loi, décider de la procédure à suivre, décider s'il faut se présenter devant les tribunaux ou non, faire la distinction entre l'évasion fiscale et des dossiers irréguliers.
First, I wish to mention my experience as deputy commissioner at the Canada Revenue Agency and as assistant commissioner, law enforcement, also at the Canada Revenue Agency, where we routinely had to look at files, interpret the act, determine the procedure to be followed, decide whether or not to take the matter to court, and distinguish between tax evasion and irregular files.

The common approach contains a range of improvements, including: the need for an objective impact assessment before deciding to create a new agency, criteria for the choice of the seat and headquarters arrangements, regular overall evaluations (every five years) and the introduction of sunset or review clauses foreseeing the option of merging or closing down agencies, ex ante and ex post evaluations of the agencies' programmes/activities, the development of key performance indicators, a multi-annual programming to be linked with multiannual resource planning, a stronger link between actions performed by the agency and human and financial resources, a streamlined governance structure and making it clear who does what.
