− Madame la Présidente, merci à tous les intervenants, c’est un débat très riche sur un sujet important et je partage, comme la Présidence, le sentiment qui a été exprimé par la majorité d’entre vous, à savoir qu’il nous faut absolument assumer nos responsabilités pour faire face à une situation exceptionnelle qui touche une industrie structurante: vous avez rappelé les chiffres, 12 millions d’emplois dans l’Union européenne et une industrie qui est touchée par la crise financière, en raison de la part du crédit à la consommation, qui est la marque de fabrique de cette industrie.
− (FR) Madam President, I would like to thank all the speakers. It is a very rich debate on an important matter and I share, like the Presidency, the feeling that has been expressed by the majority of you, namely that it is absolutely vital that we assume full responsibility to face up to this exceptional situation that is hitting a key industry: the figures are, as you pointed out, 12 million jobs in the European Union and an industry hit by the financial crisis, due to the level of consumer credit which is the hallmark of this industry.

M. Tom Lukiwski (Regina—Lumsden—Lake Centre, PCC): Monsieur le Président, je crois comprendre que je suis probablement le dernier intervenant dans le débat de ce soir. Je ne sais pas s'il faut y voir un signe ou non ou si cela suppose la responsabilité particulière de résumer le point de vue du Parti conservateur du Canada sur le projet de loi.
Mr. Tom Lukiwski (Regina—Lumsden—Lake Centre, CPC): Mr. Speaker, it is my understanding that I will probably be the final speaker in the debate this evening, I am not sure if there is any symbolism to that or not and I am not sure if that holds any special responsibility for the Conservative Party of Canada to try to encapsulate some of the feelings that we have about this legislation.

– (DE) Mr President, Mr President-in-Office of the Council, ladies and gentlemen, I would like to thank all the rapporteurs and all the speakers for a debate which has demonstrated, firstly, that we really are giving our new Members a new welcome, and secondly, that we agree on where praise and criticism are due.

Motions Conformément à l'article 56.1(1) du Règlement, M. Boudria (leader du gouvernement à la Chambre des communes), appuyé par M. Motions Pursuant to Standing Order 56.1(1), Mr. Boudria (Leader of the Government in the House of Commons), seconded by Mr. Kilger (Stormont Dundas), moved, That, on Monday, February 9, 1998, at the ordinary time of adjournment, proceedings pursuant to Standing Order 38 shall not be taken up, but, at that time, a motion to adjourn shall be deemed to have been proposed and the said motion shall be debated under the following conditions: (a) Members wishing to speak shall address the question of the invitation to Canada by the United States of America to participate in possible military actions in the Middle East; (b) No Member shall speak for more than twenty minutes, with no period being allotted for questions and comments, and two Members may share one twenty-minute period; (c) No dilatory motions or quorum calls shall be received; (d) When no Member rises to speak, the motion shall be deemed to have been adopted.

La question à laquelle il faut répondre est la suivante: Comment aidons-nous financièrement les citoyens qui devraient exposer leurs opinions? (1745) Dans l'intérêt du débat d'aujourd'hui, je crois qu'il serait utile d'examiner un programme d'aide financière aux intervenants actuellement en application.
The question that does need to be answered is how do we fund citizens whose views should be brought forth (1745 ) It would be useful to the debate to look at an intervenor funding program at work today.
