Points out that the increase in the number of new EU Pilot files, in particular relating to the environment, taxation, justice and customs, during the period under examination, as well as the decrease in the number of open infringement cases, point to a positive tendency in Member States as regards the implementation of EU law, demonstrating that EU Pilot has proved to be effective in achieving early resolution of potential infringements; considers, nevertheless, that more efforts should be made in the field of enforcement of EU law in order to strengthen its transparency and its oversight by complainants and interested parties, and regrets that, despite its repeated requests, Parliament still has inadequate access to information about the EU Pilot procedure and pending cases; notes the need to reinforce the legal status and strengthen the legitimacy of EU Pilot, and considers that this can be achieved through more transparency and greater participation by complainants and by the European Parliament;

[26] If we look at the origin of infringement proceedings (see 19th report annex, Tables 3 and 4), except in 2001, the proportion of proceedings initiated on the basis of a complaint is lower than that of proceedings initiated on the basis of investigations by Commission departments (cases detected on the Commission's own initiative). If we add cases of non-notification, complaints account for a minority of proceedings initiated. At the reasoned opinion stage, the proportion of proceedings initiated on the basis of complaints is lower, in all years, than the proportion initiated on the basis of the Commission's own investigations, excluding non-notification cases.

Rien qu’en 2009, 451 dossiers d’infraction liés à la législation environnementale de l’Union étaient ouverts et en 2011, 299 infractions supplémentaires étaient rapportées, auxquelles se sont ajoutées 114 nouvelles procédures d’infraction , ce qui fait de l’acquis en matière d’environnement celui pour lequel il y a le plus de procédures d’infraction.
In 2009 alone there were 451 infringement cases related to Union environment legislation, with a further 299 reported in 2011 together with an additional 114 new proceedings being initiated , making the environment acquis the area of Union law with most infringement proceedings.
