Notes with concern that in order to cover higher school fees, the Agency grants staff whose children attend primary or secondary school a top-up allowance which amounted to some EUR 23 000 in 2012, in addition to the education allowances provided for in the Staff Regulations of the Officials of the European Communities (‘the Staff Regulations’) ; notes that these allowances are not covered by the Staff Regulations and are, therefore, considered irregular by the Court of Auditors; acknowledges, however, that this situation is due to the lack of European Schools in the city the Agency is based in and that the purpose of these top-ups is to ensure equal treatment of the Agency’s employees under the Staff Regulations;

Reiterates the importance of specific, verifiable objectives associated with adequate financial means for implementation of the Europe 2020 strategy and the integrated guidelines to reduce youth unemployment; emphasises, therefore, that the Member States in their National Reform Programmes should commit themselves to raising the employment rate for young people between the ages of 15 and 25 by 10% by 2014; to increase the youth employment rate (for those not in education) to 75% by 2020; notes that, since some 35% of all jobs that will become available between now and 2020 will require high qualifications combined with the ability to adapt and innovate, intensive efforts must be made to increase the proportion of people aged between 30 and 34 with a university degree or equivalent qualification to at least 40%; recognises that implementation of the integrated guidelines is the responsibility of Member States, while the Commission should support and control action at national level through the open method of coordination (OMC); takes the view that the target groups and indicators proposed by the Commission in the initiative should be monitored and that the progress made during implementation should be measured by means of clear indicators;

Toutefois, l’Organisation maritime internationale a décidé de relever le plafond actuel d’indemnisation jusqu’à 750 000 DTS fixant ainsi le plafond à environ 1 milliard d’euros. Ceci répond donc à la remarque effectuée par cette Assemblée dans le rapport Esclopé.
