(9) En outre, il est important de favoriser et de faciliter la coopération dans l'intérêt commun de l'Union et de ses partenaires, notamment par la mise en commun de contributions fournies par des instruments internes et externes du budget de l'Union, en particulier pour la coopération transfrontière, des projets d'infrastructures présentant un intérêt pour l'Union qui traverseront certains pays de son voisinage, en particulier ceux qui concernent la production et le transport de l'énergie et pour d'autres domaines de coopération, tels que la recherche, le développement et l'innovation et le transfert de connaissances et de technologie dans le domaine des technologies à faible émission de carbone et l'efficacité énergétique.
(9) Furthermore, it is important to foster and facilitate cooperation for the common benefit of the Union and its partners, notably through pooling of contributions from internal and external instruments of the Union budget, in particular for Cross-Border Cooperation, infrastructure projects of Union interest that will pass through Neighbourhood countries, in particular those concerning energy production and transport, and other areas of cooperation such as RDI and knowledge transfer and technology in the field of low carbon technologies and energy efficiency.

La proposition définit neuf corridors géographiques et trois domaines thématiques prioritaires, fixe des règles pour recenser les projets d'intérêt commun et établit, dans chaque État membre, une autorité unique (guichet unique) pour superviser et accélérer les procédures d'octroi d'autorisations en faveur des projets d'intérêt commun; elle propose une analyse des coûts et des avantages pour le classement des projets d'intérêt commun et pour la répartition transfrontalière des coûts des investissements selon l'endroit où il est tiré avantage de ceux-ci, tout en accordant des incitations aux projets présentant des risques plus élevés et en déterminant les conditions d'éligibilité au concours financier de l'Union européenne par l'intermédiaire du mécanisme pour l'interconnexion en Europe.
The proposal defines nine priority geographic corridors and three thematic priority areas, sets rules to identify projects of common interest (PCI), and establishes, in each MS, a single authority (one-stop shop) to oversee and speed-up permit granting processes for PCI's; it proposes a cost-benefit analysis (CBA) for the ranking of PCI's and for the cost allocation of investments according to the cross-border location where benefits are incurred, granting incentives for higher risk projects and determining eligibility conditions for Union financial assistance through the Connecting Europe Facility (CEF).

6) Le libellé de l'article premier doit être modifié comme suit: "Le présent règlement définit les conditions, les modalités et les procédures de mise en œuvre du concours communautaire octroyé au titre de l'article 155, paragraphe 1, premier alinéa, troisième tiret, du traité en faveur de projets d'intérêt commun dans le domaine des réseaux transeuropéens d'infrastructure des télécommunications et aux projets d'intérêt commun dans le domaine des réseaux transeuropéens d'infrastructure des transports et de l'énergie qui sont visés à l'article 20, troisième alinéa, du règlement (CE) n° 680/2007".
6) The wording of Article 1 should be adapted so as to read as follows: "This Regulation defines the conditions and procedures for granting Community aid under Article 155(1), first subparagraph, third indent, of the Treaty to projects of common interest in the field of trans-European networks for telecommunications infrastructures and to the projects of common interest in the field of trans-European networks for transport and energy infrastructures which are referred to in Article 20, third paragraph, of Regulation (EC) No 680/2007".

C. whereas the EU and Russia have common interests in trade and the economy, with the EU constituting Russia's biggest export market and its most important source of imports; whereas the EU has an interest in improving the security of its energy supplies from Russia and wishes to develop its imports, provided that shipments comply with international safety and environmental requirements, and whereas these two factors taken together offer considerable potential for investment in Russia which could help the country's economic modernisation, whereas common interests should be linked to shared values upon which to develop a genuine and balanced partnership,
