Therefore, neither conflict of laws rules subjecting immovable property to a law different from that applicable to movable property nor provisions providing for a reserved share of the estate greater than that provided for in the law applicable to the succession under this Regulation may be considered as special rules setting restrictions concerning or affecting the succession in respect of certain assets.

(3) Like the general Financial Regulation, this framework Financial Regulation confines itself to stating the broad principles and basic rules governing the whole of the budgetary sector concerned, while detailed provisions may subsequently be adopted by these bodies in order to make their financial rules easier to read.

V. V. “Revolving door”: tighten the interpretation of and strictly apply existing provisions to avoid the state of affairs where former Commissioners, cabinet appointees and officials are able to use their in-house knowledge and expertise, in an inappropriate manner, in the service of private interest groups or industry; points out that this occurred for a number of senior persons in 1999; notes that provisions exist whereby the Commission must specify those posts which debar officials who have held them from engaging in any occupation, whether gainful or not, for a period of three years after leaving the service; asks for details of such posts and information on the application of such, or similar, provisions to former Commissioners, cabinet appointees, heads of Delegation or Representation or Director Generals;

6. The provisions referred to in Article 3 (4) and (5) shall, where appropriate lay down specific transitional provisions relating to the implementation of this Article, including provisions to ensure that aid to Member States is not interrupted pending the establishment of the plans and operational programmes in accordance with the new system and that the higher rates of assistance can apply to all forms of assistance as from 1 January 1989.
