Calls also on the Member States to implement a more extensive country-by-country reporting system available to tax authorities, building on the OECD standard and including more detailed information, such as tax returns and intra-group transactions; highlights that the provision of tax information by firms to other tax administrations needs to be accompanied by an improvement in the framework for resolving disputes in order to clarify the respective rights of each party and avoid any negative side effects; stresses that, vis-à-vis tax administrations of third countries, information should be transmitted only to the authorities of those countries that have in place arrangements equivalent to those provided by the EU Arbitration Convention; calls also for harmonised accounting standards to be developed, permitting, in particular, more granular disclosure regarding royalties;

Calls on the Commission and the Member States – with regard to the Commission's proposals to facilitate better access to cross-border healthcare, and given that patients' right to information is fundamental – to inform EU citizens more fully about their rights and the means available for enforcing them, including practical aspects such as the reimbursement of costs on the basis of the European health insurance card; calls on the Commission and the Member States to make the greatest possible use of the existing potential for telemedicine and e-health services by 2020, while also complying fully with European data protection provisions; warmly welcomes the Commission's initiative of developing a new system for the electronic exchange of social security data, and calls accordingly for enhanced cooperation between national social security systems; supports, furthermore, the pilot projects aimed at granting EU citizens secure online access to their patient data and ensuring interoperability of patient records;

ANNEX DRAFT CODE OF CONDUCT CONCERNING PUBLIC ACCESS TO COUNCIL AND COMMISSION DOCUMENTS The Council and the Commission, HAVING REGARD to the Declaration on the Right of Access to Information annexed to the Final Act of the Treaty on European Union, which emphasizes that transparency of the decision-making process strengthens the democratic nature of the Institutions and the public's confidence in the administration, HAVING REGARD to the conclusions wherein the European Councils in Birmingham and Edinburgh agreed on a number of principles to promote a Community closer to its citizens, HAVING REGARD to the conclusions of the European Council in Copenhagen, reaffirming the principle of giving citizens the greatest possible access to information and calling on the Council and the Commission to adopt at an early date the necessary measures for putting this principle into practice, CONSIDERING it desirable to establish by common agreement the principles which will govern access to Commission and Council documents, it being understood that it is for each of them to implement these principles by means of specific regulations, WHEREAS the said principles are without prejudice to the relevant provisions on access to files directly concerning persons with a specific interest in them, WHEREAS these principles will have to be implemented in full compliance with the provisions concerning classified information, WHEREAS this code of conduct is an additional element in their information and communication policy, HAVE AGREED AS FOLLOWS: General principle The public will have the widest possible access to documents held by the Commission and the Council".

The new Communication suggests three areas in which progress can be made: - Community law and related action as regards migrants who are citizens of Member States; - consultation between Member States and the Commission on national policies, particularly as regards Third Country migrants; - information for the population of host countries and for migrants (1) COM(85) 48 (2) Supplement 3/76 to the Bulletin of the EC - 2 - As regards the field of Community law, it is imposed: - to improve certain aspectss of the provisions for free movement of workers, to adapt and strengtheen social security provisions and to pursue and intensify thee supervision of the application of Community law; - to make Community texts more readily available and comprehensible to the user and to the officials dealing with their application; - to examine specific provisions to see how they may be adopted to deal with the problem of such specific categories as frontier-workers and workers in the cultural sector, including refugees who are entitled to the benefits of Community regulations on social security.
