considers that the European Parliament, as part of the budgetary authority, has a responsibility to optimise the implementation of funding allocated by the Member States to the EU budget; is determined to improve the implementation of the programmes to be financed under the next financial framework; urges the Member States to provide a certification of their financial commitments for all policies run under shared competencies through a formal ex-ante disclosure swatement and an annual ex-post declaration of assurance, made by the Member States' highest political and managing authority (Finance Minister); in consequence, asks the Commission to introduce the appropriate mechanisms to suspend payments in the event of non-compliance with this request; is not ready to propose any significant increases in funding to programmes without guarantees by the Member States that they will commit the appropriations; considers the acceptance of the concept of "disclosure statements" to be a condition for the European Parliament's consent to a new Interinstitutional Agreement on the Financial Perspective;

47. rappelle que, comme suite à une demande de l'autorité budgétaire, le financement du déménagement du Comité économique et social et du Comité des régions dans le bâtiment Belliard et la libération du bâtiment Ravenstein ont été reportés de la fin de l'année 2003 au début de 2004; fait observer, à la lumière de l'évolution récente, que le déménagement ne devrait pas avoir lieu avant le mois d'avril 2004; se déclare disposé à examiner les décisions budgétaires nécessaires pour couvrir les frais afférents dans le budget 2004; invite les deux comités à veiller à ce que leurs besoins pour ce qui est de la rénovation du bâtiment Belliard ne dépassent pas le montant de 26 millions d'euros prévu par l'autorité budgétaire;

Recalls that, following the request of the budgetary authority, the financing of the move of the Economic and Social Committee and the Committee of the Regions to the Belliard Building and the vacation of the Ravenstein building was postponed from the end of 2003 to the beginning of 2004; notes, in view of the latest developments, that the move is not likely to take place before April 2004; is willing to consider the necessary budgetary decisions to cover the cost in the 2004 budget; urges both Committees to ensure that their specific needs as regards the renovation of the Belliard building do not exceed the amount of EUR 26 million made available by the budgetary authority;

La Commission propose par conséquent que l'autorité budgétaire et la Commission, lors de l'élaboration de son avant-projet de budget, disposent d'une certaine marge de manoeuvre grâce à la possibilité de s'écarter de ces montants dans une mesure limitée (5 %).
The Commission therefore proposes that the budgetary authority and the Commission, when drawing up its preliminary draft budget, are given a margin of manoeuvre through the possibility to depart from these amounts by a limited margin (5%).
