H. whereas the vacuum left by the weakness of the two rival governments is gradually being filled by Libyan Islamists who are returning home from fighting in Iraq and Syria; whereas these returnees accompanied by Islamists from other countries seized the city of Derna to the east of Benghazi in November 2014 and made a pledge of allegiance to Daesh; whereas these forces or their allies have since become active along almost the whole coastline from Derna to Tripoli, including Bayda, Benghazi, Ajdabiya, Abugrein and Misrata, with full control of more than 200 km around Sirte, and they also have a training base to the west of Tripoli near the Tunisian border; whereas Daesh has launched a local campaign of terror – with beheadings, shootings and bombings – while expanding its territory, has taken control of the road and can hinder east-west connections;

Question n 249 Mr. Thomas Mulcair: With respect to Canada’s fiscal framework: (a) which sectors benefited the most from the tax cuts announced in The Budget Plan 2008; (b) when drafting The Budget Plan 2008, were investments on social or infrastructure projects considered but rejected in order to implement the tax cuts and, if so, which investments were rejected; (c) what is considered the largest source of tax “leakage” by the government on an annual basis for the last five years and (i) what are these losses worth on an annual basis, (ii) from which provinces are most of these losses incurred; (d) which countries, in terms of size of Canadian assets, are considered the largest foreign tax havens and what plans, if any, does the government have to tighten the restrictions on the use of such tax havens; (e) with respect to a comparison between a 0.5% cut to the lowest marginal tax rate and lowering the goods and services tax (GST) by 1%, which of these initiatives would benefit more Canadians, in dollars and people, according to income level; and (f) with respect to a comparison between a $ 500 increase in the basic personal exemption and lowering the GST by 1%, which of these initiatives would benefit more Canadians, in dollars and people, according to income level?

I have with me a strong statement – of this morning – by Mohtarma Benazir Bhutto, Chairperson of the Pakistan People’s Party, in which she welcomes this report for drawing attention to the right of self-determination of the Kashmiri people; for reaffirming the EU’s commitment to the settlement of dispute by peaceful means; for taking note of the impact of the earthquake and urging the European Union to help and support the Kashmiris; for supporting the role of the composite peace process in moving towards a durable settlement for the Kashmiris based on democracy, the rule of law and fundamental rights; for urging the Indian and Pakistan Governments to facilitate the ceasefire on the Line of Control by calling further on militant armed groups to enrol in a disarmament, demobilisation and rehabilitation process; for encouraging the Pakistan Government to transform the ceasefire in place in Siachin since 2003 into a lasting peace agreement; for urging both governments to allow international human rights organisations immediate and unrestricted access to all parts of the former princely state in order to investigate the human rights situation there; for calling on the Indian Government to put an end to all practices of extrajudicial killings, ‘disappearances’, torture and arbitrary detentions in Jammu and Kashmir; for calling on the Indian and Pakistani authorities to ease restrictions on travel between Srinagar and Muzaffarabad; for urging Pakistan to revisit its concepts of fundamental rights of freedom of expression, freedom of association, freedom of religious practices in Azad Jammu and Kashmir and Gilgit and Baltistan; for calling for the first-ever elections to be held in Gilgit and Baltistan and for seeking higher democratic representation in the Northern Areas.
