a.En s’appuyant sur l’évaluation existante des incidences des actions de l’UE sur les droits fondamentaux, continuer à améliorer l’intégration des droits l’homme dans les analyses d’impact de la Commission pour ce qui est des propositions ayant des effets externes et susceptibles d’avoir des incidences significatives sur les droits de l’homme; cette amélioration devrait passer, selon les cas, par l’élaboration de nouvelles orientations relatives à l’analyse des incidences sur les droits de l’homme, le renforcement des compétences et des capacités nécessaires à ce type d’analyse et la consultation approfondie des groupes de parties prenantes exposés à des risques majeurs sur le plan des droits de l’homme.
a.Building on the existing assessment of the impact of EU actions on fundamental rights, continue to improve the incorporation of HR in Commission impact assessments for proposals with external effect and likely significant impacts on HR; this should be done, as necessary, by developing further guidance on the analysis of HR impacts, strengthening the expertise and capacities for this type of analysis and ensuring robust consultations of relevant stakeholder groups exposed to major HR risks.

L’établissement d’un groupe de travail du Conseil sur les droits de l’homme (COHOM) basé à Bruxelles, l’adoption d’un ensemble d’orientations et de lignes directrices détaillées de l’UE sur des questions essentielles liées aux droits de l’homme [la liberté de religion ou de conviction, les droits des personnes lesbiennes, gays, bisexuelles, transgenres et intersexuées (LGBTI), la liberté d’expression en ligne et hors ligne], l’adoption d’une «boîte à outils» en vue d’une approche du développement fondée sur les droits, l’adoption de stratégies locales par pays en matière de droits de l’homme sur la base d’une coopération entre les délégations de l’UE et les ambassades des États membres, la mise sur pied de points de contact pour les droits de l’homme au sein des délégations de l’UE, ainsi que l’amélioration d’un programme de formation ciblé à l’intention du personnel de l’UE et des diplomates des États membres sont autant de mesures qui ont contribué à cet objectif.
The establishment of a Brussels-based Council Working Group on Human Rights (COHOM), the adoption of a set of detailed EU guidelines on key human rights issues (freedom of religion or belief, Lesbian, Gay, Bisexual, Transgender and Intersex (LGBTI) rights, freedom of expression online and offline), the adoption of a toolbox for a rights-based approach to development, the adoption of local Human Rights Country Strategies based on the cooperative work of EU Delegations and Member States' Embassies, the setting up of human rights focal points in EU Delegations, the improvement of a targeted training programme for EU staff and Member States' diplomats, have all contributed to this goal.

– having regard to Resolution S-22/1 adopted by the UN Human Rights Council on ‘The human rights situation in Iraq in the light of abuses committed by the so-called Islamic State in Iraq and the Levant and associated groups’, of 3 September 2014,

B. considérant que, lors de l’annexion illégale de la Crimée par la Fédération de Russie en mars 2014, les Ukrainiens, notamment les Tatars de Crimée, et l’armée ukrainienne ont fait preuve d'un grand courage et d'une grande loyauté vis-à-vis de l’Ukraine et se sont opposés de manière pacifique à l’acte de guerre que constituait l’annexion; que plusieurs organisations internationales et groupes de défense des droits de l’homme dénoncent le fait que la protection des droits de l’homme en Crimée a été fortement mise à mal depuis l’occupation et l’annexion illégale de la péninsule par la Fédération de Russie au début de l’année 2014;
B. whereas during the illegal annexation of Crimea by the Russian Federation in March 2014 Ukrainians, including Crimean Tatars, and the Ukrainian army showed great courage and loyalty to Ukraine and peacefully opposed the belligerent act of annexation; whereas several international organisations and human rights groups denounce the fact that human rights protection in Crimea has been severely curtailed since the occupation and illegal annexation of the peninsula by the Russian Federation in early 2014;

In this regard, civil society is to be understood as spanning all types of social actions by individuals or groups that are independent from the state and whose activities help to promote human rights and democracy, including human rights defenders as defined by the UN Declaration on the Right and Responsibility of Individuals, Groups and Organs of Society to Promote and Protect Universally Recognized Human Rights and Fundamental Freedoms (‘Declaration on Human Rights Defenders’).

The activities developed under Horizon 2020 should promote equality between women and men in research and innovation, by addressing in particular the underlying causes of gender imbalance, by exploiting the full potential of both female and male researchers, and by integrating the gender dimension into the research and innovation content as well as by paying particular attention to ensuring gender balance, subject to the situation in the field of research and innovation concerned, in evaluation panels and in other relevant advisory and expert bodies in order to improve the quality of research and to stimulate innovation.
