Dans ce contexte, le G-24 : - a passé en revue la mise en oeuvre des programmes d'assistance économique à la Pologne et la Hongrie et de l'extension de ces programmes aux autres pays d'Europe centrale et orientale; - a analysé l'impact des perturbations économiques externes; - a accueilli favorablement les initiatives engagées par le FMI et la Banque Mondiale pour résoudre les problèmes des pays de l'Europe centrale et orientale et expriment le souhait que des progrès rapides soient réalisés; - 2 - - est convenu d'examiner d'autres moyens de réagir aux besoins financiers les plus pressants dûs à ces perturbations; - a examiné le besoin d'une assistance à court terme à l'Europe centrale et orientale dans le domaine de l'énergie ainsi que d'une action à moyen terme pour améliorer la coopération énergétique dans l'ensemble de l'Europe. 4. En ce qui concerne le programme PHARE pour la Pologne et la Hongrie, l'assistance à ces pays représente à ce jour un engagement total d'environ 15 milliards d'USD (11,5 milliards d'écus), dont 3 milliards d'USD au titre de l'assistance sous forme de dons non remboursables dans les quatre domaines prioritaires retenus (agriculture, formation professionnelle, environnement, promotion des investissements), et plus de 12 milliards d'USD sous forme de crédits à l'exportation ou de garanties à l'investissement, de fonds de stabilisation financière et de prêts.
3. Against this background the G-24: - reviewed the progress made in the implementation of their economic assistance programmes to Poland and Hungary and the extension of these programmes to the other countries of central and eastern Europe; - analysed the impact of the external economic disturbances; - welcomed the steps being taken by the IMF and the World Bank to address the problems of the central and eastern European countries and looked forward to early progress; - agreed to examine further possible ways and means to respond to the most immediate financial needs arising from these disturbances; - examined the need for short-term assistance for central and eastern Europe in the energy sector and medium-term action to improve energy cooperation throughout Europe. 4. Regarding the PHARE programme for Poland and Hungary, total assistance pledged so far amounts to approximately US$ 15 billion (11.5 billion ECU). Of this amount, US$ 3 billion have been committed for assistance in the form of grants in the four priority areas - agriculture, training, environment, investment promotion - and over US$ 12 billion have been made available in the form of various export credit and investment guarantees, financial stabilisation funds and loans.

Perspectives de l'assistance Bien qu'il ne soit pas possible, à ce stade, de définir avec précision les orientations et les montants affectés pour l'ensemble de l'assistance susceptible d'être apportée à la région de la mer Baltique entre 1995 et 1999, on peut tenter de caractériser cette assistance comme suit: . le montant total de l'aide ne devrait pas être inférieur à celui correspondant à la période 1990-1994, et tend à augmenter en valeur absolue et à s'étendre à d'autres domaines; . le volume de l'assistance technique (y compris l'aide sectorielle à la réforme économique) devrait être réduit pour favoriser les prêts et aides non remboursables soutenant les investissements (notamment crédits à l'exportation, soutien à l'investissement privé, aide sectorielle pour les investissements publics en équipement); . outre l'investissement public dans le secteur de l'équipement, les ressources financière sont susceptibles d'être de plus en plus consacrées à l'investissement économique visant le développement du secteur privé, notamment: développement des PME, restructuration dans le secteur agricole (en particulier, l'industrie agro-alimentaire et la pêche) et développement régional; . enfin, en ce qui concerne l'aide apportée par l'Union européenne et ses Etats membres (pour ces derniers, dans un cadre bilatéral), la part de l'assistance technique spécifiquement consacrée au soutien du processus d'intégration européenne (mise en oeuvre des accords européens et des accords de libre-échange, transposition de l'acquis relatif au marché intérieur, actions liées à la stratégie de pré-adhésion) devrait augmenter sensiblement par rapport aux autres formes d'assistance technique.
Perspectives for Future Assistance Although it is not possible, at this stage, to define with precision the orientations and allocations pertaining to the total of assistance likely to be available to the Baltic Sea Region for the period 1995-99, this future assistance can be tentatively characterised as follows: . the total assistance is not likely to smaller than it was in the period 1990-94 and shows a tendency to grow both in absolute amounts and scope; . the volume of technical assistance (including sector aid for economic reform) is likely to be reduced in favour of both loan- and grant-based investment (including export credits, private investment support and sector aid for public investment in infrastructure); . in addition to public investment in the infrastructure sectors, investment resources are likely to be increasingly dedicated to economic investment for private sector development including: SME development, agricultural restructuring (including the agro-processing industry and fisheries) and regional development; and . in as far as assistance from the EU and the Member States (the latter on a bi-lateral basis) is concerned the share of technical assistance specifically dedicated to the support of the process of European Integration (implementation of the Free Trade and Europe Agreements, adoption of the internal market acquis, and the related pre-accession activities) is expected to grow substantially vis-à-vis other forms of technical assistance.
