Mr. Michael Janigan: I think it certainly would be helpful to establish, possibly within the framework of the agreement or maybe outside the framework of the agreement, some parameters upon which the claim of national security may be based. But I think, as I indicated before, it's always difficult in trade arrangements to force a country to agree to drop their claim for involving issues they find to be of substantial importance, and the WTO to some extent has recognized that by incorporating the means for countries to make exceptions to their obligations under that arrangement.
