Sur ce montant, 400 millions d'écus (481 millions d'USD) seraient fournis sous la forme de prêts Euratom, le reste, à savoir 100 millions d'écus (120 millions d'USD) provenant de TACIS, le programme de l'Union européenne d'encouragement des réformes politiques et économiques en Ukraine et dans les autres nouveaux Etats indépendants.
400 million ECU (US$ 481 million) of this would be provided in the form of Euratom loans, and the remaining 100 million ECU (US$ 120 million) would come from Tacis, the European Union's programme to bolster political and market reform in Ukraine and the other New Independent States.
