REQUESTING the European Commission to establish the infrastructure Euro-Argo as a European Research Infrastructure Consortium (Euro-Argo ERIC),

L'infrastructure européenne complétera et renforcera l'infrastructure internationale. Elle étayera et rendra plus efficaces les contributions européennes au programme international Argo et permettra à l'Europe de jouer un rôle moteur dans ce programme et son évolution future.
The European infrastructure will complement and strengthen the international one; it will consolidate and make more efficient the European contributions to International Argo and develop a leading European role in International Argo and its future evolution.

1. Il est créé, pour l’infrastructure de recherche Enquête sociale européenne, un consortium pour une infrastructure européenne de recherche appelé ERIC ESS.
1. A European Research Infrastructure Consortium for the European Social Survey Research Infrastructure named ESS ERIC is hereby established.

La République tchèque, le Royaume de Danemark, la République d’Estonie, la République italienne, le Royaume des Pays-Bas et la République de Finlande ont soumis à la Commission une demande en vue de constituer l’Infrastructure européenne de recherche médicale translationnelle avancée (European Advanced Translational Research Infrastructure in Medicine, EATRIS) en consortium pour une infrastructure européenne de recherche (ERIC EATRIS).
The Czech Republic, the Kingdom of Denmark, the Republic of Estonia, the Italian Republic, the Kingdom of the Netherlands and the Republic of Finland requested the Commission to set up the European Advanced Translational Research Infrastructure in Medicine as a European Research Infrastructure Consortium (EATRIS ERIC).

9. souligne que l'utilisation des technologies faisant appel aux énergies renouvelables devrait être optimisée en fonction de la disponibilité des ressources renouvelables dans la région; rappelle que l'accroissement de la production d'énergie à partir de sources renouvelables pose des défis au bon fonctionnement de l'actuelle infrastructure énergétique, car les sources sont souvent éloignées, ce qui exige dès lors d'importants travaux de développement sur les conduites de transport et de distribution; estime qu'un ajustement des infrastructures sera nécessaire dans l'Union, tant pour le transport que pour la distribution, afin de mieux intégrer les sources renouvelables d'énergie, et qu'il appartient à la législation nationale de veiller à la simplification et à l'accélération des procédures de planification, lesquelles requièrent souvent la coopération de différents niveaux de planification; insiste sur l'importance des financements tant publics que privés pour les investissements dans l'infrastructure énergétique; souligne la nécessité qu'il y a à poursuivre la création et le développement d'un marché intérieur européen de l'énergie; met l'accent sur le potentiel offert par les Fonds structurels pour moderniser les infrastructures énergétiques actuelles et entretenir une infrastructure européenne bien connectée afin d'intégrer les sources renouvelables d'énergie dans le marché européen de l'énergie; insiste aussi sur l'importance de créer des réseaux intelligents d'électricité; souligne, cependant, que le montant du financement affecté par le Fonds européen de développement régional aux nouvelles capacités de production d'énergie est plutôt faible; estime, par exemple, que le mécanisme européen d'assistance à l'échelle locale dans le domaine de l'énergie (ELENA) devrait mieux soutenir les projets d'investissement de grande ampleur dans des sources renouvelables d'énergie, même s'ils sont décentralisés, et que le programme pluriannuel pour des actions dans ...
9. Underlines that the use of renewable energy technologies should be optimised based on availability of renewable resources in the region; points out that increased renewable energy production will pose challenges to the serviceability of the existing energy infrastructure as the sources are often remotely located and therefore require major development work on transmission and distribution lines; considers that in order to further integrate renewable energy sources, infrastructure adjustments will be needed in the EU, both at transport and distribution level and that national legislation has to ensure the simplification and acceleration of planning procedures as they often require the interaction of various planning levels; points to the importance of both public and private funding where energy infrastructure investment is concerned; urges the need for progress in the development and expansion of an EU internal energy market; highlights the potential of Structural Funds to modernise the current energy infrastructure and service a well-connected European infrastructure in order to integrate renewable energies in the European energy market; highlights also the importance of creation of smart power grids; maintains, however that the amount of ERDF funding in the current financing period for new energy capacities is rather low; believes that, for example, ELENA assistance should support large-scale, but also decentralised, renewable energy investment projects to more useful effect and that the Intelligent Energy – Europe programme could be used to foster further development of renewable energy and furthermore foster joint renewable projects between small communities, including rural areas;

4. souligne que le programme RTE-T, grâce à des investissements dans les infrastructures européennes de haute valeur ajoutée, est essentiel pour accroître la compétitivité de l'Union européenne dans son ensemble, en créant les infrastructures manquantes et en supprimant les goulets d'étranglement ainsi qu'en construisant et en améliorant les infrastructures transfrontalières, comme les liaisons ferroviaires, dans le marché intérieur; souligne également que l'amélioration et la modernisation des projets d'infrastructure existants, en particulier, contribuent à une efficacité accrue des investissements en stimulant l'emploi; insiste sur le rôle que joue le programme RTE-T dans la réalisation des objectifs en matière d'adaptation au changement climatique en garantissant la durabilité future des réseaux de transport de l'Union européenne, ainsi que dans la réalisation des objectifs en matière de renforcement de la cohésion économique et sociale et d'achèvement du marché intérieur dans le secteur des transports; demande que l'Agence exécutive du RTE-T bénéficie d'un financement approprié pour pouvoir faire face aux travaux préparatoires de la mise en œuvre du mécanisme pour l’interconnexion en Europe;

Stresses that the TEN-T programme, through investment in high European added value infrastructures, is essential to raise the competitiveness of the EU as a whole, by removing bottlenecks and building as well as improving trans-border infrastructure, such as rail links, within the internal market; and highlights that, in particular, the improving and upgrading of existing infrastructure projects contribute to more efficient investment by stimulating employment; underlines the role of the TEN-T programme for meeting the adaptation to climate change goal by ensuring the future sustainability of the EU transport networks, achieving economic growth and cohesion objectives and objectives relating to completion of the internal market in the transport sector; calls for adequate funding of the TEN-T Executive Agency to be able to cope with preparatory work for the implementation of the Connecting Europe Facility;

31. estime que le TYNDP contribue à un programme permanent de développement des infrastructures européennes de transport de l'électricité et du gaz dans une perspective de planification européenne à long terme et sous la supervision de l'ACRE et de la Commission, en tenant dûment compte des dispositions pertinentes du troisième paquet «marché intérieur de l'énergie»;
31. Considers that the TYNDP contributes to the rolling programme for developing European gas transport and electricity transmission infrastructure within a long-term European planning perspective and with monitoring by ACER and the Commission, taking due account of the relevant provisions of the Third Internal Market Package;

Considérant que les infrastructures de recherche européennes sont en concurrence avec celles des partenaires de la Communauté au niveau mondial, qui investissent massivement dans des infrastructures de recherche modernes à grande échelle et continueront à le faire, et que lesdites infrastructures deviennent de plus en plus complexes et coûteuses, ce qui les met souvent hors de portée d’un seul État membre, voire d’un seul continent, il est désormais nécessaire d’exploiter et de développer tout le potentiel de l’article 171 du traité en instaurant un cadre qui prévoit les procédures et conditions nécessaires à la mise en place et à l’exploitation des infrastructures européennes de recherche à l’échelle communautaire nécessaires à l’exécution efficace des programmes communautaires de RDT.
Considering that European research infrastructures are in competition with those of the Community’s global partners which are and will be strongly investing in modern large-scale research infrastructures, and that these infrastructures are becoming increasingly complex and expensive, often placing them beyond the reach of a single Member State or even continent, it is now necessary to exploit and develop the full potential of Article 171 of the Treaty by establishing a framework containing the procedures and conditions for the setting-up and operation of European Research Infrastructures at Community level which are necessary for the efficient execution of the Community’s RTD programmes.
