V. bearing in mind the Committee’s responsibilities in relation to the office of the European Ombudsman, which is responsible for investigating complaints from EU citizens about possible maladministration within the EU Institutions and bodies, and about which it also produces an Annual Report, based upon the European Ombudsman’s own Annual Report; and recalling that in 2013 the Committee was actively involved in the organisation of the election of a new European Ombudsman following the retirement of the then incumbent of this office, Mr Nikiforos Diamandouros;

Takes the view that the increase of 5,95% compared to the 2008 budget is appropriate taking into account the impact of inflation, the increased cost of living as estimated by the Commission, and the obligation in an election year to make provision for the financial consequences of the potential departure of the current Ombudsman and arrival of a newly-elected Ombudsman; observes that this provision represents nearly half of the total increase in the budget for 2009 and that the relevant appropriations will be cancelled if no new Ombudsman is elected and the incumbent is returned to office;
