37. se réjouit de l'instauration du mécanisme d'examen périodique universel et de la tenue de la première session d'examen en avril et mai 2008, qui s'est achevée par l'adoption des rapports sur les résultats par le CDHNU en séance plénière en juin 2008; fait observer que les deux premières sessions du nouveau mécanisme ont confirmé le potentiel de l'examen périodique universel et escompte que sa mise en œuvre permettra d'obtenir d'autres améliorations et résultats concrets; invite le Conseil et la Commission à suivre et contrôler attentivement les travaux menés dans le cadre de l'examen périodique universel et invite le Conseil à le consulter sur cette question;

Welcomes the start of the Universal Periodic Review and the first round of the review, which took place in April and May 2008 and ended with adoption of the outcome reports by the UNHRC's plenary in June 2008; notes that the implementation of the first two cycles of the new mechanism confirmed the Universal Periodic Review's potential, and trusts that the implementation of the Universal Periodic Review mechanism will achieve further concrete results and improvements; calls on the Council and the Commission closely to follow and monitor the undertakings of the Universal Periodic Review, and calls on the Council to consult Parliament on this matter;

WHEREAS the Council of the European Union has adopted Council Regulation (EC) No 343/2003 of 18 February 2003 establishing the criteria and mechanisms for determining the Member State responsible for examining an asylum application lodged in one of the Member States by a third-country national (hereinafter referred to as the Dublin Regulation), which replaced the Convention determining the State responsible for examining applications for asylum lodged in one of the Member States of the European Communities, signed in Dublin on 15 June 1990 (hereinafter referred to as the Dublin Convention), and whereas the Commission of the European Communities has adopted Regulation (EC) No 1560/2003 of 2 September 2003 laying down detailed rules for the application of Council Regulation (EC) No 343/2003 establishing the criteria and mechanisms for determining the Member State responsible for examining an asylum application lodged in one of the Member States by a third-country national, hereinafter referred to as the ‘Dublin implementing Regulation’.

Have decided to organise the meetings of the Mixed Committees, established by the agreement between the European Community and Iceland and Norway concerning the criteria and mechanisms for establishing the State responsible for examining a request for asylum lodged in a Member State or in Iceland or Norway, on the one hand, and the agreement between the European Community and the Swiss Confederation concerning the criteria and mechanisms for establishing the State responsible for examining a request for asylum lodged in a Member State or in Switzerland, on the other hand, jointly.

6. se félicite de l'établissement d'un mécanisme d'examen périodique universel, "l'examen par les pairs", comme moyen de renforcer l'universalité de l'action du CDH et l'égalité de traitement des États membres en ce qui concerne le suivi de droits de l'homme dans le monde; note qu'il est précisé que ce mécanisme ne doit pas faire double emploi avec l'œuvre des organes conventionnels des Nations unies; invite le CDH à faire en sorte, en mettant au point les modalités de l'examen susmentionné, que la session qui lui sera consacrée se tienne en sus du minimum de trois sessions et de dix semaines prévu dans la résolution;
6. Welcomes the establishment of a universal periodic review mechanism, 'the peer review', as a means of reinforcing the universality of coverage and equal treatment of member states with regard to monitoring of human rights throughout the world; takes note of the specification that this mechanism should not duplicate the work of UN treaty bodies; calls on the HRC to ensure, in establishing the modalities of this review, that the session dedicated thereto comes in addition to the minimum three sessions and ten weeks provided for in the resolution;

6. se félicite de la mise en place du mécanisme d'examen périodique (examen par les pairs), dans lequel il voit un moyen de renforcer l'universalité et l'égalité de traitement des États membres en ce qui concerne la surveillance des droits de l'homme sur toute la planète; prend acte de la précision selon laquelle ce mécanisme ne saurait dédoubler le travail des organismes du traité des Nations unies; invite le conseil des droits de l'homme à veiller, lors de l'élaboration des modalités de cet examen, à ce que la session consacrée à celle-ci s'ajoute au minimum de trois sessions et dix semaines prévues dans la résolution;
